Résumé :
|
This contribution examines the accessibility of warning systems in the two Congos, particularly for persons with disabilities, the elderly, displaced populations, and communities that primarily use vernacular languages. Against a backdrop of floods, epidemics, and other emergency situations, it emphasizes the importance of designing accessible, multilingual alerts disseminated in different formats. Drawing on relevant ITU work and different experiences with health alerts, the contribution proposes elements to be considered in national emergency telecommunication plans and multi-hazard early warning systems.
