Abstracto :

This contribution presents a consolidated Technical Report on the implementation of Cell Broadcast based emergency alerting in Brazil, known nationally as Defesa Civil Alerta. It summarizes the national regulatory framework, technical deployment model, telecom operator obligations, message governance flow, integration with Civil Defense authorities, and ongoing large-scale tests.
The report is based on public information from the Ministry of Integration and Regional Development (MDR), (Brazilian) National Telecommunications Agency (Anatel) publications, the Federal Government's open data platform, and recent media reports regarding Cell Broadcast activation. This contribution aims to support ITU-D SG1 discussions by sharing national lessons learned, technical considerations for IMT networks, implementation challenges, and recommendations for improving cross-border and federated alerting systems.
