Abstract :

This contribution presents the experience of the State of Palestine in developing national policies and strategies aimed at achieving universal connectivity, with a priority focus on remote, rural, unserved and underserved areas, through flexible regulatory frameworks, promoting investment in infrastructure, and adopting innovative technical solutions to ensure access to telecommunication services that are both affordable and of suitable quality.
Within this framework, the Ministry is charged with developing public policies and national strategies for the telecommunication/ICT sector, while the Telecommunications Regulatory Authority (TRA) implements policies by developing regulatory frameworks and executive instructions, monitoring compliance and ensuring effective implementation on the ground. This institutional complementarity results in a clear governance model that connects the political function with regulatory and executive functions, thereby ensuring coherence and efficiency.
