                  Government agencies must be educated on the benefits of public data dynamics and the
                  public players on the traceability and taxation processes linked to environmental compliance.


                  4.3  Recommendations for ITU

                  When implementing ITU-T L.1031, the following opportunities for improvement were identified:

                  •    Combine both WEEE estimation methodologies to get more information to develop
                       material flows and balances
                  •    Apply a period of several years to analyse material flows due to the short to medium EEE
                       lifetimes
                  •    Include uncertainty analysis in this type of study when making projections of WEEE
                       generation, due to the variability in products belonging to the same and successive
                       technological generations
                  The Recommendations must be fully implemented to highlight the market dynamic and the full
                  data structure to contribute to a national Green Growth strategy, including data supporting the
                  material flows modeling, contributions to economic development, and climate change targets,
                  aligned with ITU's Connect 2030 Agenda.

                  The methodology to implement should respond to the government's strategic guidelines as
                  well as highlight the industry changes that materials undergo in the framework of the material
                  flow analysis.
