Description

Rationale / UNESCO states that no development can be sustainable without a strong culture
Interpretation / component. Indeed, only a human-centred approach to development based on
Benchmarking mutual respect and open dialogue among cultures can lead to lasting, inclusive
and equitable results. And yet until recently, culture has been missing from the
development equation.
UNESCO identifies the following to be part of the “cultural infrastructure”:
Cultural and natural heritage sites: museums, archaeological and historical places
(including archaeological sites and buildings), cultural landscapes, and natural
heritage sites.
Performance and Celebration: venues dedicated to the performing arts and music,
festivals, feasts and fairs.
Visual arts and Crafts: venues dedicated to visual arts.
Books and Press: libraries and book fairs.

Audio-visual and Interactive Media: media centres and cinemas.
Design and Creative Services: venues related to fashion, graphic and interior
design, landscape design, architectural and advertising services.

Cultural infrastructures play a key role in promoting cultural education,
empowerment and participation, fostering integration and reducing exclusion
and marginalization while improving citizens’ quality of life. Cultural infrastructures
are also crucial in creating environments conducive to the emergence of dynamic
cultural sectors and clusters, as they are a source of cultural, social and economic
vitality in areas where they are located.
To ensure that culture takes its rightful place in development strategies and
processes, UNESCO has adopted a three-pronged approach: it spearheads
worldwide advocacy for culture and development, while engaging with the
international community to set clear policies and legal frameworks and works on
the ground to support governments and local stakeholders to safeguard heritage,
strengthen creative industries and encourage cultural pluralism.
An improving trend and higher values are considered positive.
