This collection methodology for the Key Performance Indicators for Smart Sustainable Cities provides
cities with a methodology on how to collect data or information from these key performance
indicators. This set of KPIs for SSC was developed to establish the criteria to assess the smartness
and sustainability of a city, and to provide cities with the means for self-assessments towards SDGs.

This manual has been prepared to guide “Verifiers”. The intention of this guide is to assure a
consistent, objective, evaluation of data provided in support of KPIs delineated in the U4SSC
“Collection Methodology for Key Performance Indicators for Smart Sustainable Cities”.

The Verification process, and the qualification of Verifiers, is intended to add a layer of credibility
to the veracity of data presented in the true spirit of sustainability. The verification process cannot
defend against methodical, structured misrepresentation of data.

The Verifier’s depth of analysis, and the conclusions they reach regarding the integrity of the data
presented, will be influenced by the reasonableness and consistency of the data.
