                  This information served as the basis for structuring the surveys of managers and importers
                  explained in section 3.4.1. It is also an important input for analysing material flows, weaknesses
                  in the management systems, and improvement opportunities. With regard to Figure 18, it is
                  important to point out that importers and final consumers are groups made up of natural and
                  legal persons.
                  The List of classes, types, and nature of legal certificates (National Registry, 2015) and the
                  information of the Costa Rican Public Sector and its organization (Ministry of National Planning
                  and Economic Policy, 2010), allow natural or legal persons included in the classification to
                  be sorted by their nature, establishing their relationship with the material flow, as shown in
                  Figure 18.

                  As shown in Figure 18, not all importers are traders; there are importers (natural or legal persons)
