                      The city of Newcastle, UK, has undertaken such disaster management planning efforts by developing
                      a digital twin to facilitate predictive disaster risk management. Its experience is documented in Box
                      15 and may serve as a basis for potential national roll-out in the future. 219

                          Newcastle experienced an extreme rainstorm in 2012 that was dubbed locally the ‘Toon
                          Monsoon’. An entire month’s worth of rain fell in two hours during an evening commute
                          rush, causing the city’s drainage systems to be overwhelmed and costing £8 million worth
                          of damage. The aftermath of the storm can be seen in Figures 25 and 26.
