                      The International Telecommunication Union committee 1,

               Reaffirming  the  17  Sustainable  Development  Goals  set  by  the  UN  on  2  August  2015  and

               endorsed by 193 countries,

               Recalling the importance of 5G in the world given its status as a mobile network 100 times faster

               than the previous 4G network,

               Stressing  the  potential  of  5G  to  reduce  the  "digital  deserts"  that  only  increase  inequalities
               between urban and rural populations,


               Deeply concerned about the 5G derivatives in the face of data protection and espionage
               issues,


               Acknowledging that global cooperation would allow 5G to be implemented more efficiently
               and in a more consistent and conscientious manner,


               Aware of the need to develop this new technology which is expected in many sectors such as
               health, finance, new technologies, transport, and artificial intelligence,


               Fully convinced that 5G is a technology that could help combat climate change by helping
               to reduce road traffic and through its energy efficiency,


               Highlighting the possibility of developing new technologies in developing countries through
               partnerships,



                   1.  Encourages member States to prioritise local operators in particular to:
                          a.  Enable a "shared rural network" plan that would put an end to "digital deserts"
                              while investing in the digital opening up of rural areas in order to establish an

                              efficient network,
                          b.  Guarantee users a reliable and secure network thanks to the knowledge and
                              reliability of the operator;
