Ad hoc Council working group – Model host-country
agreement for ITU Telecom events
At
its 2010 session, Council considered Document
C10/108 on the need for a model host-country agreement for
ITU
Telecom events, containing a draft model host-country agreement (Annex
A) and procedures for hosting ITU TELECOM events (Annex B).
The issue
was discussed during the final meeting of the Council which was held
immediately prior to the opening of the
Plenipotentiary Conference
(PP-10). In view of the comments made, it was agreed to reconsider the
matter at the Council's extraordinary session to be held immediately
after PP-10, in the light of the outcome of PP-10 in regard to
Resolution 11 (Rev. Guadalajara, 2010).
At its extraordinary session
held on October 2010, Council agreed that the existing draft
host-country agreement should be used as a guidance document for the
TELECOM events in 2011 and 2012 and that an ad hoc Council working group
should work on the text with a view to submitting a version to
Council-11 for approval.

Terms of Reference At its
2010 extraordinary session, the Council decided the Group that an ad
hoc Council working group should work on the text with a view to
submitting a version to Council-11 for approval.
Composition & participation
The ad hoc group is opened to ITU Member States.
Chairmanship The ad hoc group
is chaired by Mr. Karim ABDELGHANI (Egypt).
Member States were invited to provide their comments on the draft
model host-country agreement contained in Document
C10/108
to hca-telecom@itu.int by 22
April 2011. The Chairman will prepare, on the basis
of these comments, a refined version to be sent out for a second round
of comments and amendments. New comments and amendments will be reviewed
during the meeting of 23 May 2011 in order to finalize the text.
