Dear Sir,

The Circular Letter 153 has been received with pleasure.

I¡¯m writing today to inform you the comments by t the Chinese Administration to the Draft final report of the Council Working Group on the Study of the Participation of all relevant stakeholders in the activities of the Union related to WSIS (WG-Study).

First, we could go along in principle with the structure of the draft final report .

Secondly, we believe that parts of the contents of the report need to be adjusted, complemented, improved and modified. For example, before identifying the possible financial and management impacts on ITU as well as clearifying what to do and how to do, we feel it difficult to accept the proposalss of "Creating a High Level Civil Society Advisory Board" and developing "a Civil Society portal" on ITU website.

The Chinese delegation would like to exchange opinions with all parties on this issue in the forthcoming ITU Council meeting to be held in October, and making detailed modification suggestions for the draft final report.

I¡¯m looking forward to seeing you soon in Geneva.
