Pursuant to
Resolution 147 (Antalya, 2006)
,
the 2008 Council Session considered Documents
C08/48 and
C08/49 on the management and
functioning of the Union.
Since 1992, the management and functioning of the Union has been the
subject of studies which have led to a number of significant structural
and institutional reforms but little in the way of amendments to the
Constitution or Convention.
Resolution 147
instructed the Council to conduct a new study focusing on
five issues:
-
reporting structure in the Union;
-
role, accountability, number
and tenure/term of office of elected
officials;
-
functioning of the Coordination Committee;
-
election procedures;
-
responsibility, accountability and transparency of the advisory groups
Documents
C08/48 and
C08/49 contain useful lines of
reflection other than those mentioned in
Resolution 147, questions of a
financial nature and questions relating to the Union's basic
instruments. Council agreed that these issues would be
brought to the attention of Member States to collect their comments,
opinion and suggestions.
At its 2009 session,
Council considered Document
C09/44
which is a report on
the results of the consultation undertaken with Member States in
Circular letter 143.
The report also requested Council 2009
to provide guidance on a way forward. Council 09 also reviewed
various contributions of Member States, namely Documents
C09/69,
C09/74,
C09/75,
and
C09/76,
on the management and functioning of the Union.
The
Council then instructed the Secretary-General to continue consultations
with all Member States to collect their comments, opinions and
suggestions as a follow-up to Circular Letter 143.
Member States are
invited to provide their
comments
at
contributions@itu.int by 31 January 2010 at the latest.
The
Secretary-General will then prepare, on the basis of these comments, a
report to be submitted to Council 2010.

Analysis of key questions and challenges

Terminology for the
titles of the Directors of the Bureaux;
2)
A review of the
relationship between the timing of the Credentials Report and elections
at plenipotentiary conferences;
3)
A review of the
contributory unit system for Member States;
4)
A review of existing and
new revenue sources and associated costs, including financial
contributions from Sector Members and Associates;
5)
Methods to stabilize the
basic instruments of the Union, and, in particular, the Constitution, on
the understanding that this should focus on existing text and should not
include new issues; and
6)
Convening the
plenipotentiary conference every five years.
