When a foreign rescue team rushes to the site of an earthquake it happens, that once they arrive in the affected country, customs officials do not allow the import of the telecommunication equipment the rescue workers carry with them. They will refer to national regulations, prohibiting the import of radios without previous authorization from a licensing authority – the office of which might just have collapsed because of the earthquake. It has actually even happened, that telecommunication equipment of foreign response providers and even of international humanitarian organizations was confiscated and that operators were arrested.
