1         b) and d); telecommunications are primarily governed by national law, and languages are elements of information content only.

2         a) and c); the attribution of specific frequencies to specific radio stations within the frequency bands defined in the ITU Radio Regulations is under national authority, and the Radio Regulations do not regulate the content of the information carried on a communication network.

3         d); by becoming a party to this international treaty states agree to facilitate all aspects of emergency telecommunications.

4         a); all public telecommunications networks need a government license, in the majority of countries, the government has delegated the provision of public telecommunication services to commercial enterprises, and one person with access to the system distributing an alert can usually alert many more.
