• What needs to be done today to ensure that we have sufficient spectrum to support investment and services for future needs?
• Which flexible policy and regulatory approaches have successfully supported innovation in spectrum use? What role can non-licensed spectrum play?
• How can public and private sector spectrum needs be balanced? What are some examples where the right balance has been struck?

·        What is a “light touch” policy and regulatory environment? What kind of basic rules are needed for a healthy, sustainable and competitive market place?

·        When does regulation get in the way of competition and investment? When does it stimulate competition and investment?

·        Can taxation, including both levies and deductions, be used to stimulate positive market behaviours, or does taxation always have a negative impact on ICT sector growth?

·        What should be the role of policy-makers and regulators to help foster the introduction and adoption of new, innovative ICT applications, including those for health, education, and commerce among others? What about the respective roles and responsibilities of the market players in a converged environment?
