Event Description
This training is being provided in cooperation with the ITU ASP CoE
Business Management Node, hosted by the Ministry of Information and
Communications Technology, Thailand, and the ITU ASP CoE Policy and
Regulation Node, hosted by the Pakistan Telecommunication Authority,
and will be held at the ToT Academy in Bangkok, from 15 to 19
November 2010.
Because mobile data is on the
rise as an increasing number of data services and applications are
being offered by service providers, and with the roll out of IMT
networks in the Asia Pacific region, there is a growing need to
understand the costing practices underlying data services in a
mobile environment. Pricing and cost modeling practices are central
to a fair, competitive and healthy telecommunication and ICT sector.
Striking the right balance requires stakeholders to fully understand
and analyze in detail the advantages and disadvantages of different
cost models, including their implications for the calculation of
cost-based tariffs for regulated retail and wholesale services and
the challenges of data collection.
The Expert-Level Training will
be conducted by experts in this field. The focus of this training is
to provide participants with the necessary theoretical background,
international experiences, practical cases, concrete exercises and
hands-on practice using template training models to give an in-depth
understanding of cost model development and use.
Target Audience:
This workshop
will help:

Finance professionals involved in pricing and cost modeling, and

Finance personnel involved in the calculation of cost-based tariffs for regulated
retail and wholesale services and data collection for auditing
and compliance purposes.
Learning Objectives:
At the end of the course, participants
will be expected to have an understanding of:

the relationship between price regulation and costs;

the various cost standards and their areas of useful
application in telecommunications;

the types of models, their advantages and disadvantages, and
how they are used;

the role and challenges of benchmarking;

how each type of model works, by inspection and interaction;

how to find and enter data;

how to make the necessary enquiries, choices and judgments
needed when carrying out a full cost modeling project.
