Registration for the Plenipotentiary Conference began on 1 July 2010 and will be carried out exclusively on-line.  Provision of information through the on-line registration system does not exempt Member States from the need to submit an original credentials document (see Credentials section).

Designated focal point for participation (DFP)
Each Member State, Observer Organization or Entity will designate a focal point responsible for handling all registration formalities. Each focal point will receive a username and password providing access to the on-line system. In exceptional circumstances, where on-line registration is not possible, focal points for participation are requested to contact the Conference Registration Service by e-mail at PP10registration@itu.int or by facsimile at +41 22 730 6627 in order to obtain a registration form.

Pre-registration
Pre-registration using the on-line system is highly recommended for all participants in order to avoid delays upon arrival at the Conference Registration Desk. Pre-registered participants will receive a confirmation letter, by e-mail, within five (5) working days of receipt of the completed registration form. A copy of the confirmation letter will also be sent to the DFP.


On-site registration
The Conference Registration Service will be located at the Main Entrance of the Convention Centre and will be accessible without a badge. A regular shuttle bus service will be provided free of charge to participants from Guadalajara International Airport to the conference venue and to selected hotels. Further information on transportation is provided in section on Travel arrangements and transport.

Conference official identification badges
Participants are required to present their confirmation letter to the Conference Registration Desk, together with an official identity document bearing a photograph (e.g. passport or driving license) in order to obtain a conference badge. This badge must be worn at all times when entering or inside the conference premises.


Credentials

 

In accordance with Article 31 (Nos. 325-331) of the Convention, accreditation of delegations sent by Member States to the Plenipotentiary Conference shall be by means of instruments signed by the Head of State, by the Head of Government or by the Minister for Foreign Affairs.

The submitted credentials must fulfill one of the following criteria:

  • confer full powers on the delegation;
  • authorize the delegation to represent its government, without restrictions;
  • give the delegation, or certain members thereof, the right to sign the Final Acts.

ITU Member States are invited to submit their credentials until 24 September 2010 at ITU Headquarters in Geneva. As from 1 October 2010, credentials should be deposited with the Credentials Committee Secretariat in Guadalajara, Mexico.


 
 Participation

The Plenipotentiary Conference is open to:

  • Member States [CV/268]
  • Palestine [Res 99 (Rev. Antalya, 2006)]
  • the United Nations [CV/269A]
  • regional telecommunications organizations [CV/269B]
  • intergovernmental organizations operating satellite systems [CV/269C]
  • specialized agencies of the United Nations and the International Atomic Energy Agency [CV/269D]
  • Sector Members referred to in CV/229 (recognized operating agencies, scientific or industrial organizations and financial or development institutions) and CV/231 (regional and other international telecommunication, standardization, financial or development organizations)

In accordance the General Rules of conferences, assemblies and meetings of the Union, invitations were sent to Member States as well as to Observer Organizations and Entities as follows:

  • ITU Member States [CL 155 and CL 156]
  • Palestine
  • ITU Sector Members [DM-09/1024]
  • Regional intergovernmental organizations, intergovernmental organizations operating satellite systems, the United Nations and its specialized agencies, the International Atomic Energy Agency [DM-09/1025]

The participation of observers in the Plenipotentiary Conference is governed by the terms of Resolution 145 (Antalya, 2006).

In accordance with ITU’s policy for awarding fellowships (reference Service Order 07/05), participants are informed that fellowships are not granted for treaty-making conferences.

Each Member State and Observer Organization and Entity may designate and register as many representatives as it deems necessary. There is no limitation on the number of delegates and observers attending the Conference. Organizations and Entities are referred to No. 476 of the Convention and Article 7, paragraphs 1b) and 5b), of the Financial Regulations which are applicable to this Conference.
