3G LICENSING
WORKSHOP (19-20 Sept 2001)

As part of its New Initiatives Programme, the ITU organized a Strategic Planning
Workshop on the subject of 3G Licensing. The workshop
was held at ITU Headquarters in
Geneva (Switzerland) from the 19-20 September 2001.

Objectives
|
The
objective of the Workshop was to serve as a forum for
policy-makers, national regulators, and industry to exchange
information and perspectives on the licensing of
third-generation mobile, and to benefit from international
experience in the field.
In addition to raising awareness about benefits and
pitfalls of various regulatory approaches, the Workshop sought
to identify critical policy issues with respect to the
deployment of 3G mobile, including the regulatory status of
virtual operators and the facilitation of global roaming.
Participants were invited to generate examples of
“best practice” scenarios for licensing 3G services as
well as to suggest key areas requiring international study
and/or coordination.
In order to encourage discussion on the practical
issues facing regulators, a number of case studies were
conducted in selected countries and presented.
The Workshop also explored the potential role the
ITU could play as a facilitator of harmonized approaches for
the global mobile information society.
The broad membership of the ITU, and its experience in
global policy and standards development, makes it a suitable
forum for future cooperation in this domain.
