IMT-2000 submission and evaluation process from Revision 12 of Recommendation M.1457 onwards

Introduction

Résolution ITU-R 56-2 resolves that the term “IMT” should be the root name that encompasses IMT-2000, IMT-Advanced, and IMT-2020 collectively. It also resolves that the term “IMT-2000” should encompass also its enhancements and future developments.

ITU-R has since the year 2000 developed ITU-R Recommendations related to the terrestrial components of the IMT-2000 radio interface(s). In particular, Recommendation ITU-R M.1457 « Detailed specifications of the terrestrial radio interfaces of International Mobile Telecommunications-2000 (IMT-2000)” has a defined procedure for addressing future revisions.

This web page has been established to facilitate the ongoing enhancement of the terrestrial components of the radio interface(s) for IMT-2000. This includes updates for the existing radio interfaces in Recommendation ITU-R M.1457 and also accommodates the submission and subsequent evaluation of any new proposals for radio interfaces for IMT-2000.

Background

The update process for IMT-Advanced technologies defined in Recommendation ITU-R M.2012 was developed in 2012 and was based on the philosophies used for the update process for the IMT-2000 technologies in Recommendation ITU-R M.1457, while incorporating the principles of Resolution ITU-R 57 and various administrative improvements and clarifications.

The previous update procedure/process for IMT-2000 developed in 2001 has served well for more than 10 years of updates, however there are a number of advantages to moving to a common procedural approach for both IMT-Advanced and IMT-2000 updates.

It was determined that the update process developed for IMT-Advanced could be utilized with some minor modifications as the procedure for future updates to IMT-2000 replacing the current Recommendation ITU-R M.1457 update procedure as was defined in Circular Letter 8/LCCE/95. The philosophy is to keep the revised Recommendation ITU-R M.1457 update process as close as possible to the IMT-Advanced update process, in order to incorporate the improvements introduced for IMT-Advanced also for the Recommendation ITU-R M.1457 update.

The relevant External Organizations also supported a move to similar processes/procedures for both IMT-Advanced and IMT-2000.

It is noted that the change to the update process for Recommendation ITU-R M.1457 as identified in this Document IMT-2000/1, administratively eases the work within all the organizations and also within the ITU-R.

Announcement of a replacement process for the IMT-2000 updates of Recommendation ITU-R M.1457

The announcement of a replacement process for the IMT-2000 updates of Recommendation ITU-R M.1457 based on an adaptation of the IMT-Advanced update process developed for Recommendation ITU-R M.2012 is provided in (Circular Letter 5/LCCE/42).

Invitation

Invitation for subissions for updates of existing radio interface spcifications or the submission of new candidate radio interface technologies for consideration in conjunction with the development of draft Revision 12 of Recommendation is provided in Circular Letter 5/LCCE/42.

It is noted that an advance version of this schedule was previously communicated by liaison from the WP 5D 15th meeting to the external organizations so they could plan their work.

ITU-R through an appropriate means will periodically announce the invitation for future revisions of Recommendation ITU-R M.1457.

Schedule for Future Revsions of Recommednation ITU-R M.1457

The established schedule for development of draft Revison 12: Document IMT-2000/5, “Schedule for Revision 12 update of Recommendation ITU-R M.1457”.

Working Party 5D through an appropriate means will periodically (under the defined process) announce the schedule for future revisions (from revision 12 onwards) of Recommendation ITU-R M.1457.
