Focus Group on Identity Management (FG IdM)
Introduction

The Focus Group on Identity Management was established by Study Group 17 at its 6-15 December 2006 meeting. The objective of the Focus Group is to facilitate the development of a generic Identity Management framework, by fostering participation of all telecommunications and ICT experts on Identity Management. The FG has produced a substantial number of deliverables/reports and these were reviewed during the September 2007 SG17 meeting.

Based on the success of the FG IdM, TSAG, at its December 2007 meeting, approved the creation of a Joint Coordination Activity on Identity Management (JCA-IdM) together with a Global Standards Initiative for Identity Management (IdM-GSI) to continue IdM work in ITU-T.

Scope and Objectives
Scope:
The scope of the Focus Group is Identity Management (IdM) for telecommunications/ICT in general; and specifically to facilitate and advance the development of a generic IdM framework and means of discovery of autonomous distributed identities and identity federations and implementations.

Terms of Reference of the FG IdM

Objectives:
The objectives of this Focus Group include preparation of deliverables that include:
  • a living list of standards bodies, forums, and consortia dealing with Identity Management, including information concerning their activities and documents in the context of an IdM framework
  • a global analysis on IdM requirements and capabilities
  • a set of IdM telecommunications/ICT use cases that can be used to derive requirements

In carrying out these objectives, the Focus Group may analyze other aspects related to the objectives (e.g., frameworks). The term IdM is understood as “management by providers of trusted attributes of an entity such as subscriber, a device, or a provider”. This is not intended to indicate positive validation of a person. In summary, the objectives of the FG IdM are:
  1. To perform requirements analysis based on uses case scenarios
  2. To identify generic IdM framework components
  3. To complete a standards gap analysis
  4. To identify new standards work that ITU-T SGs and other SDOs should undertake.

Any analysis that is needed to perform the above four steps is within scope, but does not necessarily need to be in the final FG deliverables.
