The Working Group on Private-Sector Issues (WGPS) was established through Resolution 6 of the WTDC-06 (Doha, 2006) to enhance the participation of Sectors Members in the activities of the ITU-D.

The mission
To enhance the ability of the private sector to assist ITU-D and to contribute to the successful implementation of the Doha Action Plan, the terms of reference of the TDAG working group on private-sector issues are as follows:
- To recommend ways by which private-sector issues relevant to Sector
Members can be incorporated into ITU-D strategy development, programme
design and project delivery, with the overall goal of increasing mutual
responsiveness to the requirements of telecommunication/ICT development.
- To identify means to enhance cooperation and arrangements between the
private and public sectors, as well as between private-sector entities in
developed countries, countries with economies in transition, developing
countries, including least developed countries (LDCs), and countries in
special need, working closely with BDT.
- To advise on the means by which partnerships with the private sector can
be enhanced; to seek means to reach out to the private sector of developing
countries and the many companies that are not knowledgeable of ITU-D
activities.
- To propose approaches and modifications to ITU-D processes,
practices and projects that would facilitate and encourage
private-sector support, cooperation and participation.
- To discuss means to ensure that increased private-sector
participation is built into the ITU-D operational plan and the next
study group cycle.
- To ensure the efficient participation of the private sector in the
work of ITU-D Study Groups 1 and 2.
- To assist TDAG in reviewing how to encourage proactive Sector Member participation in ITU-D, as well as, inter alia, to propose to TDAG
observers representing Sector Members on the ITU Council.
- To report directly to TDAG and to keep it fully informed of all its
activities.
- To make information available to TDAG to advise the Director of BDT on how to enhance effectively private-sector consideration in the implementation of the Doha Action Plan.
