Convening of the Rapporteur’s Group meeting on Question 21/1
(Cairo, Egypt, 5 March 2009)

Dear Sir/Madam,

In agreement with the Chairman of Study Group 1 and with the Rapporteur on Question 21/1, and as agreed at the Study Group 1 meeting in September 2008, a Rapporteur’s Group meeting on Question 21/1 will be organized in Cairo, Egypt, on 5 March 2009.

PROGRAMME OF THE MEETING

This meeting will be organized in conjunction with the 7th ITU World Telecommunication/ICT Indicators (WTI) Meeting, which will be held in Cairo, 3-5 March 2009 (www.itu.int/ITU-D/ict/wict09/index.html). In the morning of 5 March, participants of the Rapporteur's Group on Question 21/1 will have the opportunity to participate in a joint session of the RGQ/WTI meeting dedicated to the measurement of the impact of telecommunication development on the creation of employment. Organized in the form of a panel, participants from both meetings will be able to interact with a group of renowned specialists in the field of employment in the telecommunication sector, thus providing useful input to the work of the Rapporteur’s Group on this subject.

In the afternoon of 5 March, the regular session of the Rapporteur’s Group meeting will be held with the Agenda (see annex). The objective of the afternoon session is to make progress and possibly finalize the Report on Question 21/1, the first draft of which can be found here.

For reference, the title and the definition of the Question to be dealt with and the documents so far available can be found on the ITU-D Study Group 1 website.

CONTRIBUTIONS TO THE RAPPORTEUR’S GROUPS

Considering that the annual meeting of Study Groups in September 2009 will be the last one before WTDC-10 at which all the final reports and the draft new programme of work of the Study Groups for the next cycle will have to be approved, your participation and contribution to the Question are essential.

In accordance with ITU’s policy on reducing costs and the volume of documentation, I would particularly encourage you to submit brief and concise contributions, not exceeding five (5) pages. Contributions must be submitted using exclusively the online form available here.

Documents arriving after 25 January 2009 will be distributed in the original language only. Delayed contributions will be accepted if arriving at least seven days before the opening of the meeting. I would suggest you to prepare a PowerPoint presentation to facilitate the introduction of your document.

REGISTRATION AND FELLOWSHIP REQUESTS

Interpretation and translation of documents will be provided, based on the requests of participants. You are therefore invited to indicate on the registration form whether you require languages other than English by January 2009. Based on the requests made by this deadline and provided there are at least five requests for a given language, interpretation and translation will be provided in the requested languages.

Registration will be carried out exclusively online. You will find all the information for registering, requesting a fellowship for eligible participants, for accessing the online form and the deadlines here.

Within the budget available, one fellowship per country may be granted to participants from countries with a GDP per capita less than 2'000 USD, with priority to Least Developed Countries (LDCs). Priority will be given to participants who will present a new contribution of direct relevance to the outline of the Report.

Due to budgetary constraints, the countries beneficiaries of a fellowship may have to contribute partly to the costs of the fellowship. You are invited to submit your requests for fellowships not later than 25 January 2009 by completing the online registration and fellowship form. Please note that requests for fellowships arriving after the fixed deadline will not be considered.

These last meetings of Rapporteur’s Groups will be an essential milestone in the process of preparing for the 2010 World Telecommunication Development Conference and I therefore look forward to your active participation of our membership in these upcoming meetings.
