The world has entered an era of accelerated technology innovation, driven by massive research and development investments and exponential progress in many technologies, especially digital. With this comes a set of challenges for regulators and policy-makers, who want to understand the profound value and impact of these technologies and create an enabling environment that promotes adoption and spurs innovation while protecting the public interest- this ITU-D study group final report results from four years of collaborative work of ITU membership on Question 3/1: Emerging technologies, including cloud computing, m-services and OTTs: Challenges and opportunities, economic and policy impact for developing countries approved at WTDC-17. Insightful guidelines are brought forward based on country case studies and lessons learnt from industry and academia work.
