Tracking Four Years of Achievements Implementing the Hyderabad Action Plan	Issue N°4 Dubai, 1 April 2014

WTDC-14 Conference Acclaims Achievements under Hyderabad Action Plan Results provide solid foundation for Dubai Action Plan ITU's sixth quadrennial World Telecommunications Development Conference (WTDC10-14) currently under way in Dubai in the United Arab Hyderabad Action Plan (HAP) has endorsed ITU's achievements over the past four years in implementing the Hyderabad Action Plan adopted at WTDC-10. The more than 1,600 participating Government officials, regulators and industry leaders welcomed the ITU report entitled 'Tracking Four Years of Achievements' presented to the conference on 1 April by ITU Telecommunication Development Bureau (BDT) Director Brahima Sanou. Under the four-year Hyderabad Action Plan, the BDT was assigned the task of implementing five main programmes to promote affordable access to telecommunications and ICTs aimed at fostering sustainable development worldwide, with a particular focus on developing countries including least developed countries, small island developing States, and landlocked countries. Mr Sanou gave a comprehensive account of ITU achievements in meeting the objectives of the five main HAP programmes covering the following areas: Information and communication infrastructure and technology development Cybersecurity, ICT applications and IP-based network-related issues Enabling environment Capacity-building and digital inclusion Least developed countries, countries in special need, emergency telecommunications and adaptation to climate change Conference participants thanked Mr Sanou and his team for the work carried out since 2010 and expressed confidence that it would provide a solid foundation on which to build and formulate the Dubai Action Plan covering the next four-year cycle. "We accomplished many things together over the past four years," Mr Sanou noted. "To date, there are 6.8 billion subscriptions to mobile telephony, which is an increase of 28 percent since 2010. All countries are now connected to the Internet, and nearly 40 percent of the world population was online at the end of 2013. Broadband has had exponential growth, especially mobile broadband, increasing to 2 billion subscriptions in 2013 from 700 million in 2010." Mr Sanou also stressed the importance of universal broadband connectivity as an indispensable driver of socio-economic advancement and an enabling means to lift the least developed countries out of poverty and digital exclusion, and gave details on how ITU had strived tirelessly and with a measurable degree of success to reach the objectives set at WTDC-10 through capacity building, best practice guidance and technical assistance wherever it was needed most.
