D.3-1 Building confidence and security in the use of ICTs

Four regional cyberdrills were held, in Rwanda (21 countries participated), Egypt (seven countries participated), Columbia (13 countries participated), and Montenegro (10 countries participated). 

A National CIRT assessment was done for Central African Republic. National CIRT implementations have been completed for Jamaica, Trinidad and Tobago, Barbados and Cyprus, and are ongoing for Burundi, Gambia and Lebanon. A National CIRT enhancement has been initiated for Kenya.

ITU has initiated the development of a functional National Cybersecurity Strategy (NCS) toolkit to help Member States develop and improve their National Cybersecurity Strategies. A multi-stakeholder partnership has been set up with organizations that are active on this topic.

The GCI webpage was enhanced with an interactive comparison tool and new charts illustrating 2014 results from a new perspective. Cyberwellness profiles have been updated. A report on the GCI and Cyberwellness profiles were launched during WSIS 2015. Work was initiated on the second version of the GCI following publication of the 2014 results and its inclusion in Resolution 130 (Rev. Busan, 2014). 

A memorandum of understanding with the Economic Community of West African States (ECOWAS) was signed on 8 June 2015 and a work plan for joint activities is under elaboration.

During the Global Conference on Cyberspace (GCCS) held in The Hague (Netherlands) from 16-17 April 2015, ITU joined the Global Forum on Cyber Expertise (GFCE) and co-initiated the “CSIRT Maturity Initiative”, along with the Netherlands, Organization of American States (OAS) and Microsoft, for the purpose of furthering its CIRT program.

Within the framework of implementation of RI CIS 5, the Moscow Technical University of Communications and Informatics (MTUCI) conducted an analysis of the current situation in the ICT sector and elaborated short recommendations and generalized indicators, to evaluate the level of confidence and security in the use of ICTs. The Infocommunications and Information Technologies training and scientific centre for professional retraining was created on the basis of the MTUCI, which is to further human capacity building in the CIS countries in the field of building confidence and security in the use of ICTs.

Within the framework of implementation of RI CIS 1 on creating a child online protection centre for the CIS region, ITU, in cooperation with the ONAT, elaborated a multimedia distance-training course on safe use of the Internet. The implementation of the RIs was discussed at the roundtable in Bishkek (Kyrgyz Republic) on 8 December 2015.

Two Regional workshops were organized, one in Botswana and one in Benin, to build the capacity of countries on developing national e-Health Strategies bringing together participants from ministries of ICT and Health from more than 15 African countries.

Two Regional workshops were co-organized with FAO in Bangkok (Thailand) and Budapest (Hungary) for developing e-Agriculture strategies with participants from ministries of agriculture of more than 15 countries.

Technical assistance was provided to Bhutan to develop e-Government policy.

Two technical assistances were provided for the Development of e-Agriculture strategies for Bhutan and Sri Lanka in addition to assistance provided to Tunisia to develop their e-Health national strategy.

An ITU-TRAI training on “Leveraging ICTs for Smart Sustainable Cities” and a national symposium on “ICT Regulatory challenges in Indian Smart Cities” were conducted in India with more than 190 participants.

A BDT thematic pavilion was organized at ITU Telecom in Budapest, under the theme of “Smart ICTs for Sustainable Development”.

ITU collaborated with UNDESA, UNPOG & WeGO on a seminar on e-Gov Services in Seoul (Rep. of Korea). 

The first steering committee meeting for the Arab Free and Open Source Network was organized.

A regional workshop was organized for CIS on the Use of ICT for Health Protection through Telemedicine Services in Rural and Remote Areas, Tashkent (Republic of Uzbekistan). 

Several mDiabetes campaigns were launched in Senegal for the general population, diabetics, health professionals and patients with foot complications.

A first national workshop to formulate the m-Cessation project in Tunisia was held. The launch of mTobaccoCessation services in the Philippines and India progressed.

A Feasibility Study for the establishment of a Smart Town Project in Thimpu (Bhutan) was organized in partnership with MICT Bhutan & WeGo, Republic of Korea (9-12 June).

Assistance was provided to ITU-D Sector Members ONAT (Ukraine) and KAI (Republic of Kazakhstan) to create Videoconference Terminating Points.

Assistance was provided to ECOWAS in the diagnosis, fine upgrade and tuning of its ICT database SIGTEL. Two workshops were organized in Oslo (Norway) and Paris (France) to develop an “Implementation Toolkit” to assist countries in designing and deploying a “Digital Health Platform” (DHP) built on Architecture Framework and Interoperability Standards.

A workshop was organized with WHO, World Bank, European commission and the eHealth Foundation to plan for the development of joint activities to develop model e-Health Legislations.

As part of the “Be He@lthy, Be Mobile” Initiative, two guides (mTobaccoCessation and mDiabetes) were finalized.​​
