Biographies

Janusz Jezowicz
Founder, SpeedChecker, Ireland

Janusz Jezowicz holds a Master's degree in computer engineering from Brno's Technical University, Czech Republic and is the founder of SpeedChecker, a private company based in Dublin which provides QoS crowdsourcing solutions for telecommunications regulators and operators. Since creating SpeedChecker in 2008, Janusz has been leading the company to become a trusted source of performance measurements, helping facilitate over 500 million internet measurements world-wide using a portfolio of websites and mobile apps. Janusz is contributing his knowledge as well as SpeedChecker's data to researchers at leading universities and has recently been involved in drafting ITU recommendations.
Werner Robitza
PhD Researcher, TU Ilmenau; CEO and Co-founder, AVEQ GmbH, Germany

Werner Robitza is a PhD researcher associated with the Ilmenau University of Technology in Germany. He is also the CEO and co-founder of AVEQ GmbH, a company that focuses on video streaming and web quality evaluation. He was a staff researcher at TU Ilmenau in 2018. From 2014-2018, he was a researcher at the Telekom Innovation Laboratories of Deutsche Telekom AG and TU Berlin. He has been actively involved in ITU-T's video quality standardization work since 2014. In 2013, he received his diploma degree in computer science from the University of Vienna, where he worked as a research assistant starting in 2009. His research interests are Quality of Experience for multimedia applications and user behavior aspects for Web TV services, with a focus on subjective video quality testing and video quality measurement tools.
Samih Souissi
Open Internet Unit, ARCEP, France

Samih Souissi is a Telecom engineer and has a PhD in computer science and networks from Telecom Paris. He is specialized in IP networks and IT security. After working as a security consultant and a research engineer, he joined the French telecom regulation authority, ARCEP, where he deals with Open Internet topics: Net Neutrality, Quality of Service, IP interconnection and IPv6. He is also involved in several expert working groups at the Body of European Regulators for Electronic Communications (BEREC). Besides, Samih is an IP networks, IT Security and Risk management lecturer.
Tania Villa
Director of Regulatory Technical Analysis, IFT, Mexico

Tania Villa works for the Mexican telecommunication’s regulator, the Federal Institute of Telecommunications (IFT) acting as Director of Regulatory Technical Analysis of the Regulatory Policy Unit. Since 2014, she is a professor at the Mexican Autonomous Technological Institute (ITAM) in the Telecommunications Engineering program.
At IFT, Tania has led several projects with the objective to define and implement the quality of service (QoS) framework for the fixed and mobile service, a set of best practices to promote IPv6 adoption in Mexico, the definition and analysis of coverage obligations for spectrum auctions, among others. Tania has been an active contributor to the ITU-T for the last 3 years and has acted as editor of recommendations E.806 and E.812.  Prior to her work at IFT, Tania studied and worked in Europe for seven years. She holds a PhD degree from TELECOM PARISTECH, a master’s degree from the wireless system’s master program in KTH Stockholm. She worked on her master thesis at the Deutsche Telekom research and innovation laboratories. She was a research fellow at Humboldt University in Berlin to collaborate in research projects related to wireless communications and she worked for four years as a researcher at the INSTITUT EURECOM in Sophia Antipolis in France.
