Biographies

​​​​Dr. Settor Amediku
Director and Head of Payment Systems Department, Bank of Ghana

Dr. Settor Amediku is the Director and Head of Payment Systems Department, Bank of Ghana. He  has several years of  experience in central banking as an economist and accountant specialising in Financial Services, Banking Supervision, Payment Systems development, Financial Surveillance and Monetary Policy implementation. Dr Settor Amediku is a Fellow of Association of Chartered Certified Accountant, United Kingdom and also a member of the Ghana Institute of Chartered Accountants.
Settor has also consulted for the International Trade Centre Switzertland, on financial sector liberalisation in Ghana. He is currently leading a team of staff at the Bank of Ghana to deepen the Ghanaian payments ecosystem. He was educated in Ghana and the United Kingdom and holds Master of Philosophy in Monetary Economics and Finance from Glasgow University, Scotland with a joint award as best student in Economics in 2004.  He took his doctoral degree in Finance from the SMC University, Switzerland.

FMI Senior Expert, Central Bank of Morocco ​

Born in Fez in Morocco, I am a graduate engineer in applied mathematics and computer science from INSA Lyon in France (national institute of applied sciences). I started my professional career in Paris as an IT consultant with a large group (e.g. Natixis, BNP PAM, Société Générale). Then I was promoted to IT architecture manager in different organizations in Paris for more than 14 years. From 2008 to 2015, I joined the central bank of Morocco as an IT manager in charge of developing solutions for the Monetary and exchange policy. Since 2016, I have been promoted within the central bank of Morocco as a lead and senior expert in means, payments systems and financial market infrastructure. I am an active member in several work groups (Arab Monetary Fund, World Bank, AFI, etc.) relating to payment systems, fintech, cyber-resilience and financial inclusion. I regularly participate in international seminars on payment systems and financial stability. I also have certifications in data centers, IT security, Business Continuity Activity.

​Dorothee Delort
Financial Sector Specialist

Dorothee Delort, a French national, has been a senior financial sector specialist in the Payment Systems Development Group (PSDG) at the World Bank since November 2012. She has been involved in national payments system reforms, financial market infrastructures (FMIs) and retail payment systems technical assistance, lending projects and FSAP in several countries. Dorothee has over 15 years of experience in central banking, having occupied, before joining the World Bank, various positions in the fields of forex markets and payment systems at Banque de France in Paris (the central bank of France), the European Central Bank in Frankfurt (secretary to the Eurosystem Payment and Securities Settlement Committee) and the Board of Governors of the Federal Reserve in Washington DC. Dorothee holds a Master Degree in Political Sciences from the Institut d’Etudes Politiques in Paris (Sciences Po Paris) and a post-graduate degree in International affairs from the University Paris-Dauphine.
​​​​Bilel Jamoussi 
Chief of Study Group Department, TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.​​
​​​​ Syed Sohail Javaad ​​
​Director, Payment Systems Department, State Bank of Pakistan 

Syed Sohail Javaad is presently the Director of Payment Systems Department (PSD) at the Central Bank (State Bank of Pakistan-SBP). He joined SBP in 1997 and has worked in treasury, bank examination and IT prior to joining the payment systems department. He has led key projects relating to the development of technology and payments infrastructure and regulatory framework including the implementation of core banking system in SBP, implementation of Real Time Gross Settlement System and the National Payment Systems Strategy for Pakistan. He has also led the development of new regulatory regimes for Electronic Money Institutions and various initiatives for implementing payment and security standards in the country. Mr. Javaad is also the Project Director of Pakistan’s faster payment system – the Micro Payment Gateway (MPG) that is being implemented in collaboration with Bill & Melinda Gates Foundation and Karandaaz Pakistan. He is also leading the work on Fintech Facilitation at SBP. Mr. Javaad holds a Masters in Applied Sciences (MASC) degree from University of Waterloo, Canada, a Masters of Science (MSc.) degree in Statistics from University of Karachi, and an MBA from Institute of Business Administration (IBA), Karachi. 
Arif Khan
Chief Digital Officer, National Payments Corporation of India (NPCI)

​Mr. Arif Khan leads the strategic planning for digital transformation at NPCI. His role is growing NPCI’s new products portfolio basis customer needs and industry trendsMr. Khan is responsible for driving innovation, analytics and technology. A post graduate in Business Management from XLRI – Jamshedpur, Mr. Khan was earlier associated with RazorPay (one of the fastest growing payment gateways) as the Chief Innovation Officer. Arif during his stint at HDFC of over 15 years was instrumental in driving strategic initiatives in payments, digital banking and financial inclusion. With an overall experience of over 18 years in the product management, business development and delivering innovative business and technology solutions, Arif has been instrumental in influencing diverse groups to deliver innovative business and new age disruptive solutions.
Stephen Mwaura
Fintech Institute, Kenya

Stephen is an international consultant with broad expertise for over 25 years in digital financial services, payment systems, central banking practices and legal and regulatory frameworks.  He is the founder Chairman of Fintech Institute a Nairobi based capacity building and digital financial services consultancy firm.   Prior to working as an International consultant, Stephen was in charge of the National Payments System division at the Central Bank of Kenya, where he pioneered and championed mobile financial services in Kenya, Africa and globally - key among them the M-Pesa payment platform run by Safaricom.  He has considerable experience working with wide range stakeholders in the digital financial world (Telecommunication firms, Banks, donor organizations, Treasury, other regulators). At a regional level, he has extended his leadership expertise in the harmonization of various initiatives at East Africa Community (EAC) level. At an international level, he is a regular contributor and an acclaimed global speaker at World Bank, International Telecommunications Union (ITU), and Alliance for Financial Inclusion (AFI) fora. Stephen holds a post graduate diploma from Fletcher School of Tufts University B.Sc., degree in Mechanical Engineering and LLB degree from University of Nairobi and an MBA, Finance and International Business from Syracuse University, USA.   In addition, he has excellent research capabilities and is frequently requested to carry out peer review assignments and book reviews for colleagues in the industry.
Camilo Tellez
Head, Digital Payments Innovation and Research Hub, Better Than Cash Alliance

Camilo leads the research and innovation work at the Better Than Cash Alliance, a UN-based partnership of over 60 governments, companies and international organizations that accelerates the global transition from cash to digital payments in order to drive inclusive growth and reduce poverty. At the Better Than Cash Alliance, he oversees the global research program and innovation hub that supports members in their efforts to digitize payments and build inclusive digital economies. Prior to joining the Alliance, Camilo held positions in the area of digital financial services for over a decade, including at the Consultative Group to Assist the Poor (CGAP); the World Bank; GSMA in London; the UN Economic Commission for Asia and the Pacific in Bangkok, and at Microsoft Labs in Bangalore. Camilo holds an MA in International Relations and Latin American studies from the Johns Hopkins University School of Advanced International Studies (SAIS), an MSc in Information Systems and Economic Development from the London School of Economics and Political Science, and a Diplome in International Relations from the Institut d’Etudes Politiques de Paris (Sciences Po Paris).
