  • Changes in SG 16 Question set:

    • New Q5/16 on Telepresence systems was approved on an urgent basis at this meeting. The Rapporteur for the new Question is Mr Stephen Botzko (Polycom, USA)
    • It was agreed to close Q9/16 (Embedded variable bit rate coding of speech signals) following completion of their development work. Maintenance of the items developed by Q9/16 will be dealt with in Q10/16 (Speech and audio coding and related software tools) as part of its current scope of work. The Question will be formally closed if no objections are received after a consultation period of two months.
    • Changes were agreed to the text of Q27/16 (Vehicle gateway platform for telecommunication/ITS services/applications) and will be considered for approval after consultation with TSAG at the next SG 16 meeting.

  • It was proposed to split Working Party 2 in two smaller groups, namely one with a focus on conferencing systems (Questions 1, 2, 3, 4, 5, 12/16) and another focusing on advanced systems and services (Questions 13, 21,22,24,25,27,28/16). SG participants were invited to think about the proposal, which will be discussed and decided at the next meeting in March 2011.
  • A proposal for the creation of a new ITU-T Focus Group on accessibility was considered, but not agreed at this meeting with the proposed terms of reference. Question 26/16 agreed to consider the issue but with refocused terms of reference, which it plans to develop in the interim period.
  • Following the WTSA-08 mandate to coordinate its studies with ITU-T SG 9, collocated meetings of both study groups were held in the week of 19-23 July 2010. Opening plenaries of each group were staggered so delegates could attend both meetings. A joint plenary session was held on Wed 21 July. No major issues were identified, since coordination is ongoing, in particular during IPTV-GSI meetings.
  • The creation of the Joint Video Team on Video Coding (JCT-VC) between ITU-T SG 16 Working Party 3/16 and ISO/IEC JTC1 SC 29/WG11 (a.k.a. MPEG) was formally approved at this meeting, and the group actually held its second meeting in parallel with SG 16, 21-28 July 2010 with over 220 participants.
  • ITU-T SG 16 also hosted the MPEG meeting 26-30 July 2010, as part of its ongoing collaboration for an advanced IPTV terminal and for the development of the next generation of video coding under the JCT-VC. It also hosted the ISO/IEC JTC1 SC 29 plenary on 31 July 2010.
  • A proposal was made to ISO/IEC JTC1 SC 31/WG 6 for joint work in the area of networked identification – in particular aiming at harmonizing the development of draft ITU-T H.IDcheme and H.IPR with other related texts concerning multimedia information access triggered by tag-based identification/mobile item identification and management. The SG 16 management was authorized to discuss with ISO/IEC JTC1 SC 31 the details of such a collaboration, aiming at formal approval of a possible collaboration platform at the next SG 16 meeting.

Dates of next SG 16 meeting and interim Working Party meetings

The next meeting of ITU-T SG 16 is scheduled for Geneva, Switzerland, 14-25 March 2011. The meeting will be collocated in the first week with ITU-T SG 9, and is expected to host the ISO/IEC JTC1 SC29/ WG11 (known as MPEG) during the second week, to facilitate joint work on media coding and on IPTV terminals.

No interim working party meetings are planned.

Summary of Questions’ Results

Question 1/16 Summary
Question 1/16 had a successful meeting and principally worked on progressing support of scalable video coding (SVC) in H.241/H.32x systems along with some discussions on how the proposed work on telepresence was relevant to Recommendations under the responsibility of Q1/16. For the first time, there were no documents proposed by Q1/16 for Consent or Approval at a meeting.

Question 2/16 Summary
Experts in Question 2/16 had a successful meeting, completing work on H.460.25 (ex H.460.geo) and making progress on revisions to existing H.450-series Recommendations. The experts also updated the H-Series Supplement 4, which contains a repository of generic parameters and protocol identifiers used in Recommendations of the H.460-series. Consent of H.323 Annex I was delayed as we seek input contributions related to work on the IETF fecframe Working Group. No LSs were prepared at this meeting. One interim meeting is planned.

Question 3/16 Summary
Q3/16 met for six quarters to review some 74 documents. Q3/16 continued work on a number of existing work items which has resulted in five new Recommendations for Consent: H.248.50, H.248.73, H.248.76, H.248.77 and H.248.78. In addition to these Recommendations, Q3/16 prepared two documents for approval: Revised H-Series Supplement 2 “Packages Guide” and the H.248 Sub-Series Implementors’ Guide. Q3/16 started the new work item H.248.ETS. Q3/16 prepared one liaison statement. The Question plans one interim Rapporteurs Group meeting.

Question 4/16 Summary
Question 4/16 completed the work on the draft new ITU-T Recommendation H.362 (ex H.codec.qoe) “A framework for adaptive end-to-end QoS control based on variable bit-rate codecs in wireless networks” and agreed to put it forward for Consent at this meeting. The Question also revised H.350 Sub-series Implementors’ Guide and agreed to put it forward for approval. In addition, the Question reviewed various LSs regarding QoS and QoE. Experts were encouraged to bring contributions on advanced functions, e.g., QoS, mobility, and security for multimedia systems. The Question produced three outgoing Liaison Statements and plans on holding one interim Rapporteurs meeting.

Question 6/16 Summary
The primary goals for Question 6/16 at this meeting of SG 16 were to review the progress of Q6/16, JCT-VC, and JPEG work, reach AAP Consent on JPEG work items that have reached sufficient maturity, consider maintenance needs, and plan future work. A substantial portion of the image coding work of Question 6/16 has been conducted jointly with ISO/IEC JTC 1/SC 29/WG 1 (JPEG/JBIG). A substantial portion of the video coding work of Question 6/16 is currently being conducted jointly with ISO/IEC JTC 1/ SC 29/WG 11 (MPEG) in an organization recently established on an interim basis that is known as "the JCT-VC" (Joint Collaborative Team on Video Coding). This meeting marks the formal approval by SG 16 of the creation of the JCT-VC, and a meeting of the JCT-VC was held in a co-located fashion with this meeting of SG 16. The JCT-VC is tasked with development of a new video coding Recommendation known as High Efficiency Video Coding (HEVC). A meeting of ISO/IEC JTC 1/ SC 29/WG 11 (MPEG) was also held in a co-located fashion with the current meeting of SG 16, and a joint discussion session was held between MPEG and Q6/16 regarding maintenance and enhancement of Rec. H.264 | ISO/IEC 14496-10. Q6/16 is planning to hold two Rapporteur and JCT-VC meetings before the next SG 16 meeting in March 2011.

Question 7/16 Summary
Q7/16 issued a revision of the MCSD database including changes related to G.719, MPEG audio codecs and other minor issues. A contribution related to working on IDN and especially on visual confusion in domain names was discussed. The group decided to get feedback from other SDOs on that topic before starting exploring this issue. A LS was sent to give some feedback to ITU-R on their draft report on low delay audio coding for broadcast applications. No interim meetings are planned.

Question 8/16 Summary
Question 8/16 agreed to move Amendment 1 to G.720.1 for Consent. This Amendment introduces a new VAD-only (GVAD) Annex for G.720.1, a small change to the main text, and updated C code which can be compiled to allow both GSAD and GVAD operation. A proposal for standardizing the VAD-only Annex of G.720.1 as a VAD Annex of G.729.1 was discussed in some detail, but further activity in this regard will proceed in Q10/16. Further work in Q8/16 will continue on a GSAD Technical Paper. No LSs were produced at this meeting, and no interim meetings are planned before the next SG 16 meeting in March 2011.

Question 9/16 Summary
Q9/16 addressed maintenance issues related to Rec. ITU-T G.718. It was agreed to include the proposed extension for decoder-side post-processing for high frequency pitches as a command-line option in the decoder of both the fixed and floating point implementations. A draft Corrigendum 3 to G.718 was compiled, including corrections and changes to the text and C-code of the Recommendation. A revision of the Technical Paper GSTP-GVBR was also compiled to include the subjective test results of the evaluation of the decoder-side post-processing for high frequency pitches.

Q9/16 considered the future of the Question and, since only maintenance contributions had been considered over the past few meetings and that all work programme items have been achieved, it was decided that the Question should close, with the maintenance work being transferring to Q10/16.

Question 10/16 Summary
Q10/16 completed work on the lossless compression of G.711 bitstream in G.711.1 (new G.711.1 Annex C), the monaural superwideband extension to G.711.1 (new G.711.1 Annex D), and the monaural superwideband extension to G.722 (new G.722 Annex B). Those three amendments are proposed to be moved for consent under AAP.

Q10/16 also completed two new Appendices to G.711.1 related to new G.711.1 Annex C, and new technical paper GSTP-ACP1 on selection test results for G.718 and Qualification Phase Test Results for G.729.1. The time schedule for the stereo superwideband extension to G.718 and G.729.1, and for the next phases of the superwideband extension to G.711.1 and G.722 were revised. It was agreed to investigate G.722-encoded domain time scaling and the applicability of G.720.1 to G.729 and G.729.1. Other minor issues addressing maintenance were reviewed. The Question produced two liaison statements and is not planning to hold any interim meetings.

Question 12/16 Summary
Question 12/16 met during five sessions at the SG 16 meeting to progress the work related to the Advanced Multimedia System (AMS), also referred to as H.325. Experts covered a wide range of topics during this meeting, including capability exchange, use in network robot applications, signalling syntax, application handover, control and indications, and remote access to application user interfaces. Progress on H.325/AMS will continue through electronic meetings and the next face-to-face meeting is planned for 29 November - 3 December 2010. No LSs were prepared at this meeting.

Question 13/16 Summary
Question 13/16 reviewed 46 contributions, and produced 21 documents. It held a joint meeting with Q8/9 and Q6/17. In addition, it had a joint meeting with MPEG. It also participated in the Interop Showcasing on 22 July 2010.

The Question produced two new texts for Consent, ITU-T H.770 Amd.2 “Mechanisms for service discovery and selection for IPTV services” and ITU-T H.763.1 (ex H.IPTV-MAFR.4) “Cascading Style Sheet for IPTV Services”, agreed to one new Appendix in H.721 on terminal device guidelines, and agreed to issuing four technical papers, three of them addressing conformance testing (for ITU-T H.721, H.762 and H.770) that were used and verified during the Interop event. Q13/16 found that the Interop event was helpful for the understanding and refinement of Recommendations, and will be valuable for implmentation.

Question 14/16 Summary
The goal for this meeting of Q14/16 was to continue the development of Recommendations V.150.1, V.151, V.152 and T.38 and complete the Draft for new Recommendation V.254 (ex V.AMAT). The group completed the text of V.254 (ex-V.AMAT) and agreed also to submit revised V.152 and T.38 for consent at this meeting. Unfortunately no contributions or updated editor drafts were available on the new V.151 Annex F, so the goal set for consent of this Recommendation was not met once more. The Question prepared three Liaison Statements and is not planning any interim meetings.

Question 15/16 Summary
Three contributions and nine temporary documents were discussed in this meeting. One contribution proposes Q15/16 to communicate with Q10/16 regarding jitter handling for G.722. Communication between Q10/16 and Q15/16 has taken place. The other two contributions were addressed to all questions in SG 16 and they were briefly discussed. Some updates were made in G.IP2IP and its living list. One interim meeting is planned.

Question 16/16 Summary
Further progress was made in Question 16/16 on drafting text for revised Rec. ITU-T G.168 V7 (Digital network echo cancellers), revised Rec. ITU-T G.160 V2 (Voice enhancement devices), revised Rec. ITU-T G.169 V2 (Automatic level control devices), new Annex E to Rec. ITU-T G.168 (Embedded echo cancellers), new Annex B to Rec. ITU-T G.169 (Automatic listener enhancement) and new ITU-T Technical Paper GSTP.CSS (the composite source signal as a measuring signal and a summary of various investigations on speech echo cancellers). The new ITU-T Technical Paper GSTP.CSS was Approved at this meeting. One interim meeting was planned.

Question 18/16 Summary
At this meeting, Question 18/16 advanced the work on drafting new Recommendation G.SPNE “Signal Processing Network Equipment”, revised Recommendation G.161 “Interaction aspects of signal processing network equipment” and revised Recommendation G.799.2 “Mechanism for Dynamic Coordination of Voice Enhancement Signal Processing Functions”. Two Implementors' Guides for Q.115.1 were confirmed as withdrawn. One Joint Meeting was held with Q27/16 during the SG 16 meeting. One Liaison Statement was sent to SG 12. The Question plans to hold one interim meeting.

Question 20/16 Summary
The Rapporteur for Q20/16 could not attend this meeting, and Mr. Yushi Naito took the Rapporteurship for this meeting. No contribution was submitted, and it was decided to have no physical meeting. The work was done in correspondence, and two replying Liaison statements from SG 16, one to JCA-CIT on update of recommendations under the responsibility of SG 16 having the critical ingredients for testing, and another to FG on Smart Grid on recommendations under the responsibility of SG 16 having relevancy to Smart Grid, were drafted. No interim meeting is planned before next SG 16 meeting.

Question 21/16 Summary
Question 21/16 addressed network based speech-to-speech translation, visual surveillance, networked ID and home network. It has completed draft Recommendation, H.625 (ex H.S2Starch) for consent. It also prepared text for a the web page on NID, to promote this activity. Sessions were held jointly with Question 22/16, which is working on similar topics.

Question 22/16 Summary
Question 22/16 met jointly with Q21/16 for five sessions. Telepresence was discussed as a new issue. Work on F.MSATC progressed by incorporating new materials on performance metrics and security considerations. As for visual surveillance, an updated version of H.VSarch was produced and several contributions on new signalling procedures for H.VSprot were reviewed and some of these proposed procedures were accepted. NID issues produced some good progresses and H.IRP and H.IDscheme were agreed to be postponed for consent at next meeting. Draft new F.745 (ex F.S2STreqs) with functional requirements for network-based speech-to-speech translation services was made ready for Consent. No LSs were produced, and the Question is planning one interim Rapporteur Group meeting.

Question 24/16 Summary
Question 24/16 reviewed all the contributions to the meeting. The group made good progress on the development of the draft Recommendation F.MOCC during this meeting. A new work item F.UDExch “User data exchanging between functional components in network entities or terminals” was created at this meeting. A number of contributions on these two subjects as well as another Recommendation H.SA&TCFC are expected for the next Rapporteur’s meeting. The group is planning one interim Rapporteurs Group meeting.

Question 25/16 Summary
Question 25/16 discussed seven contributions and eight Liaison Statements. During the meeting, Q25/16 made progress on H.SNMF (SNMP-based sensor network management framework) and F.USN-CC (Deployment guidance on USN applications and services for mitigating climate change). In addition, Q25/16 agreed to start a new work on F.USN-SM (Requirements and capabilities of ubiquitous sensor networks for smart metering applications and services). At the meeting, Q25/16 produced eight output documents including the meeting report, revised text of ongoing draft Recommendations and four outgoing Liaison Statements. The Question plans on holding one interim Rapporteurs Group meeting.

Question 26/16 Summary
Much of the time of the meeting was devoted to consideration of a proposal to create a Focus group on Accessibility. We did not agree with the original proposal but the discussion resulted in a liaison statement to the ITU-T Focus Group on Cloud Computing and the commencement of work on a proposal for a differently-oriented accessibility Focus Group. There was insufficient time to complete the proposal but the work will continue with the aim of completion before the next meeting of Study Group 16.  Progress was made on the expected main topic of relay services and this work will be continued in the interim period. Discussion about accessible meetings, both conventional and electronic, resulted in a new item of work for a guideline document together with several liaisons. The work on IPTV led the group to consider the difficulties disabled people are finding with poorly-designed remote control devices. Standardisation is needed in this area and enquiries were set in motion to establish whether there is any existing work.

Question 27/16 Summary
At this meeting, Question 27/16 reviewed the vehicle telecommunications related work underway in other ITU-T Study Groups and in other Standards Development Organizations, and discussed the technical presentation “SafeTRIP - Satellite Applications For Emergency handling, Traffic alerts, Road safety and Incident Prevention” and “Technology watch report; Decreasing driver distraction”. After discussion, it was agreed to propose a revision to the text of Q27/16.

Question 28/16 Summary
Q28/16 discussed the scope of the current framework document, F.ehmmf. It also discussed how we can organize the workshop with WHO. It has agreed to continue the discussion on the reflector.

Text for Question 5/16 – Telepresence systems
(New Question)

1. Motivation
Telepresence represents an important evolution of the videoconferencing market. This trend is expected to accelerate, as mainstream video applications begin to offer telepresence features. Many products exist today that, although they are based on IETF SIP and ITU-T H.323 protocols, lack interoperability due to proprietary extensions needed to these base protocols to offer a user-rich experience.

The increased penetration of broadband communications and higher user awareness of video applications, coupled with financial and environmental gains brought by remote collaboration tools have brought a boost to applications such as telepresence. This makes it important that standardized solutions be developed to ensure multi-vendor interoperability on a global basis.

2. Study items
Study items to be considered include, but are not limited to:
  • Definition and scope of telepresence systems
  • Functions and service requirements for interoperable telepresence systems
  • Standardizing the means for full interworking between telepresence systems, including means facilitating the coherent presentation of multiple audio and video streams – allowing remote participants to be rendered at their true size for their apparent distance, maintaining correct eye contact, gesticular cues, and simultaneously providing spatial audio that is consistent with the video presentation, as well as taking into account the meeting environment to provide a more immersive experience.
  • Standardizing the means for interworking between current telepresence systems and other systems, including the legacy telephone network and advanced multimedia systems, through additions to ITU-T H.246 and other Recommendations as necessary.
  • Considerations on how to further enhance telepresence systems to mitigate negative impact on climate change and to encourage a positive impact reducing greenhouse gas (GHG) emissions.
3. Tasks
Tasks include but are not limited to:
  • Define services and functions to support interoperability of current generation telepresence systems using existing protocols such as ITU-T H.323 and SIP.
  • Identify modification and/or extensions needed in existing protocols to support telepresence, in coordination with other standardization bodies, forums and consortia, as needed.
  • Modify and/or extend existing protocols under the ITU-T SG 16 responsibility to enable interoperable telepresence systems (in particular, Recommendations of the ITU-T H.300 series).
  • Identify methods for exchange of meeting environment information in order to allow adaptation between unlike telepresence system environments.
  • Provide guidelines to achieve the required user experience for telepresence systems (such as methods to achieve eye contact, same lighting environments in separate rooms, audio levels, and echo cancellation).
  • Identify requirements for media codecs, taking into account needs for scalability, multiple views, multiple audio channels, and mixing of media streams including efficient compressed digital to compressed digital processing.
  • Enable interoperable telecoms/ICT accessibility features in telepresence systems.
  • Identify requirements towards second-generation telepresence systems.
  • Consider the role of control systems in telepresence systems.

Proposed update to Question 27/16 – Vehicle gateway platform for telecommunication/ITS services/applications

1. Motivation
Vehicle information obtained from electronic devices as part of an in-vehicle network are critical to telecommunication/ITS (Intelligent Transportation Systems) services/applications and related industries (insurance, fleet, etc.), including emergency telecommunications. In such vehicle-centric services, a wide range of applications can be proposed, and it is believed that vehicle information has an important role in the value chain of telecommunication/ITS. Currently, the way of extracting the vehicle information differs by manufacture, model type, and bus type. A few standard organizations are developing related specifications that focus on the scope of their interest.

In addition, recognizing importance and urgency of the climate change and road safety issues, ITU should actively involved in the field of ITS, which can help to reduce carbon emissions, for instance by reducing congestion. It is anticipated that vehicle-centric services should be developed in the way of contributing to the mitigating climate change supporting by global standards.

Vehicle Gateway is intended to provide and support telecommunications using the network environment within the car and to outside (vehicle to vehicle and vehicle to infrastructure), so the vehicle gateway has a significant role in the vehicle supporting the ubiquitous connectivity under the global heterogeneous environments. Therefore, supporting global seamless ITS services/applications, global standards for Vehicle Gateway should be developed to allow all consumer devices working plug-and-play in all vehicles.
