Creation of new Questions in SG 13 and Deletion of Questions
The SG 13 agreed on the proposal from the SG 13 management team to merge together Question 1 “Coordination and planning” and Question 2 “Network terminology” to form a new Question 25/13 “Coordination, Planning, and Terminology” and Question 13 “Step-by-step migration to NGN networks” and Question 14 “Service scenarios and deployment models of NGN” to form the new Question 24/13 “Service scenarios, deployment models and migration issue”. The meeting agreed also to delete Questions 1/13, 2/13, 13/13 and 14/13 and to transfer their work to the new Questions 25/13 and 24/13.
The deletions will come into force after the Members States consultation.
The new Questions 24/13 and 25/13 will meet during the NGN GSI event in May 2011. They remain in their respective Working Parties. Q.23/13 “Cloud Computing” was allocated to WP 5 “Future Networks”.
Focus Group on Future Networks
The Focus Group on Future Networks (FG-FN) successfully concluded its activities in December 2010 and it passed all its deliverables to its parent Study Group (SG13). The progress of the FG FN is reported in TD 159/PLEN.
Changing of approval procedure
At the Plenary session the WP 5/13 Chairman received the request from USA, Germany, France, Canada, Korea, and Japan to change the approval process for the draft new Recommendation of Q.21/13 Y.3001 “Future Networks: Objectives and Design Goals” from the AAP to TAP. This proposal was agreed to by the meeting.
Furthermore, Germany, Canada and United Stated of America requested Plenary to change the approval process for the draft new Recommendation under the development of Q.17/13 Y.dpifr “Framework of Deep Packet Inspection in packet-based network and NGN environment” from the AAP to TAP. This proposal was also agreed to by the meeting.

- Q.25/13 “Coordination, Planning, and Terminology” – Mr. Yoshinori Goto (NTT, Japan) and Mr. Leo Lehmann (Switzerland).

Workshops
The meeting temporary agreed on the planning of a workshop on service delivery platforms (led by Q.3/13) to be associated with the next regular SG 13 meeting in October 2011 in Geneva. A detailed plan will be developed before the official confirmation.
Correspondence groups and joint projects
A correspondence group between Q.21/13 and ISO/IEC JTC 1 SC 6 was agreed by the meeting for establishment in order to find future collaboration topics between SG13 and JTC 1 SC 6.
A joint project between Q.23/13 and ISO/IEC JTC 1 SC 38 on Cloud Computing issues was discussed in fields of terms and definitions. It will be further elaborated at the next meeting of Q.23/13.
Innovations
A brainstorming session was convened during this SG 13 meeting. The meeting agreed that this is good point in time to change the banner name for the NGN GSI.
The meeting considered the outcome of the NGN JCA meeting that, having taken into account the changing trends in the present ICT, requesting extension of communications among objects (not only among humans but also with any things such as machines and various types of objects) and extension of ways of communication (anywhere, anytime, any devices etc.), proposed to change the title of JCA- and GSI-NGN into SUN (Smart Ubiquitous Networks) as a new vision in order to incorporate current activities and accommodate emerging trends. The draft definition of SUN is the following (it should be further enhanced): "Smart ubiquitous networks are networks that can provide a wide range of existing and emerging services to people and things. The services provided by the networks are beyond transport and can cover aspects such as control, processing and storage. The networks are smart in the sense that they are knowledgeable, context-aware, adaptable, autonomous, and can effect services effectively and securely. The networks are ubiquitous in the sense that they allow access anytime anywhere through varied access technologies, access devices, and human-machine interfaces."
“Smart Ubiquitous Networks” was agreed by the meeting as a new vision of SG 13.
Orientation session
An orientation session designated for the SG new comers was successfully held and attended by all ten SG 13 new delegates.
Next meetings
The next SG 13 meting will be convened as a one day meeting on the last day of NGN GSI event in May (Friday, 20 May 2011, Geneva) in order to give opportunity for consent/determination/approval of draft Recommendations/Supplements in the areas of its responsibility:
