- The meeting had 155 registered participants during the meeting period (compared to
172 at the previous meeting). Remote participation services were provided to 15 delegates (10%; up from 6%); some delegates joined both remotely and physically. The
final list of participants is available in TD 7R2/Plen.
Major accomplishments

Structure in the new study period: Study Group 16 agreed to its management-at-large and structure for the 2017-2020 study period, with three working parties to organize the work of the 12 Questions approved by WTSA-16 [TD 2R2/Plen].
- At this meeting, SG16 established a
JCA on multimedia aspects of e-services (JCA-MMeS), chaired by SG16 vice-chairman Mr Mohannad El-Megharbel (Egypt). The terms of reference for the new group are found in [TD 60r1/Plen Annex A], in line with the SG16 mandate assigned by WTSA-16..
- Work has started on systems for
immersive live experience (ILE), which will bring the sensation of live events to remote audiences, replicating the experience of being present at the event venue. This work will create a multimedia environment in which viewers will experience realistic perceptions of sound, lighting and space. The new group will meet for the first time during the IPTV-GSI event in September 2016. (Interview).

IPTV services: One new Recommendation was completed: H.763.2 (ex H.IPTV-MAFR.10) "Scalable vector graphics for IPTV services" [TD 88/Plen]; approval is expected by March 2017. Concerning accessibility profiles for IPTV systems, a corrigendum was Consented for ITU-T H.702 [TD 84/Plen] that adds corrections and clarifications; and new Technical Paper HSTP.CONF-H702 was approved, which contains the conformance testing specification for ITU-T H.702 [TD 85/Plen]. Both documents were refined at the
conformance testing of a related product that took place during the SG16 meeting. In order to facilitate such future activities, SG16 agreed to establish an
IPTV Testing Team composed of interested SG16 experts.
- This meeting marked the debut of the
human factors work in SG16, after its move from SG2. Question 24/16 progressed its work on human factors related issues for improvement of the quality of life through international telecommunications.

Accessibility: In addition to the updates on accessibility profiles for IPTV systems (see IPTV services above), a new Recommendation ITU-T F.921 (ex H.ACC-ANPV) was consented that specifies key elements of audio-based network navigation systems for persons with vision impairments [TD 83/Plen]. Work started to revise ITU-T F.791 with accessibility terms and definitions [TD 23/WP2].

E-health: Work was completed on updates to the personal connected health specifications in the H.810-H.850 series:
- Experts completed the work on 2 new and 39 revised conformance testing specifications for the third edition of the Continua Design Guidelines (CGD) in the ITU-T H.810 series. With these updates, developers will be able to check compliance of their implementations of H.810 devices and systems to the latest version of the CDG [TD 21/Plen,

- A revision was completed of the Technical Paper HSTP.H810-XCHF that explain fundamentals of data exchange within ITU-T H.810 Continua Design Guideline architecture. The revised paper is now aligned with the 3rd edition of ITU-T H.810 [TD 20r1/Plen].
- Experts agreed to start two new work items for developing a framework for telemedicine systems using ultra-high definition imaging [TD 19/WP2], and for developing an issues list for enhancing availability of e-health services and applications in developing countries [TD 21/WP2].
Approval of the set of 39 Recommendations is expected for June 2017. -
Safe listening: the collaboration with WHO has continued for the development of technical standards for safe listening music players. The baseline text in
draft ITU-T F.SLD has progressed.

Digital multimedia transport: Common text ITU-T H.222.0 | ISO/IEC 13818-1 is used in most terrestrial and satellite system for transport of audiovisual content, and it had two corrigenda and two amendments Consented. They include virtual segmentation (Amd.7) and signalling Wide Colour Gamut (WCG) and High Dynamic Range (HDR) video content in MPEG-2 systems (Amd.8) [TD 72/Plen,
TD 73/Plen]. Corrigendum 2 clarifies STD buffer sizes for HEVC and also addresses miscellaneous editorial issues [TD 18/Plen]. Corrigendum 1 to Amd.3 contains a syntax correction for the green extension descriptor [TD 19/Plen].

ILE: Work progressed for immersive live environments, in addition to a
mini-workshop and three new work items (planned completion in 2018):
- H.ILE-SS "ILE service scenarios" [TD 11/WP3]
- H.ILE-Reqs "ILE requirements" [TD 10/WP3]
- H.ILE-FW "ILE architectural framework" [TD 9/WP3]
- ITS: Experts completed the work on new Recommendation ITU-T F.749.2 (ex F.VGP-REQ) that defines functional requirements for a vehicle gateway platform, including communication requirements, service requirements and a description of various use cases and scenarios [TD 80/Plen]. Additionally, they agreed to prepare a new technical paper with a gap analysis of vehicle gateways defined by SDOs, for completion later this year.

Video coding: Version 12 of the Emmy Award winning ITU-T H.264 [V12,
TD 81/Plen] was completed at this meeting. Work was also completed on new Supplement 15 to the H-series Recommendations with a report on conversion and coding practices for HDR/WCG Y'CbCr 4:2:0 video with PQ transfer characteristics. The discussions towards a new generation video compression standard continued within the informal Joint Video Exploration Team (JVET) with MPEG, as well as within the formal Joint Collaborative Team (JCT) on Video Compression. At this meeting, it was agreed by SG16 and MPEG to launch a
Preliminary Joint Call for Evidence on Video Compression with Capability beyond HEVC, and to issue a document clarifying the
requirements for Future Video Coding (H.FVC).

Visual surveillance: One new Recommendation was completed in this field, ITU-T H.627.1 (ex H.VSMprot) on protocol specifications enabling interoperable mobile visual surveillance [TD 86/Plen]. Started new work for architecture for cloud computing in visual surveillance [TD 53/WP1] and on requirements for big data application in visual surveillance system (ITU-T F.VSBD) [TD 52/WP1].

Speech to speech translation services: an updated version of ITU-T H.625 that defines the architecture for network-based speech-to-speech translation services was consented [TD 92/Plen].

Civilian unmanned aerial vehicles: A new work item was started to specify requirements for civilian unmanned aerial vehicle communication services (ITU-T F.CUAV [TD 50/WP1]), expected to be completed in 2019.

Comic and animation format: work was completed for T.621 (ex F.MAFFReqs) that specify file structure for interactive mobile comic and animation content [TD 75R1/Plen]. This specification defines an interactive mobile comic and animation file structure used in the organization and storage of mobile animation contents and can be used as a guideline for creation, processing, transmission and play of mobile animation contents.

Blockchains: SG16 agreed with the proposal to start new works towards a Recommendation specifying requirements for distributed ledger services (ITU-T F.DLS; initial draft in
TD 51/WP1), expected to be completed in 2019.

Informal sessions of the JVET on the coordination of the future joint video coding work with MPEG were also held during the 1st week of the SG16 meeting).

- The next meeting of ITU-T SG16 is scheduled in Macao, China, 16-27 October 2017. The SG16 meeting is expected be collocated in the 2nd week with ISO/IEC JTC1 SC29 WG1 (JPEG) and WG11 (MPEG), to continue our joint work on image and video coding.

Summary of Questions' Results
Question 1/16 summary
Q1/16 met in two sessions to review 16 incoming liaisons assigned to Q1/16. In addition, one ad hoc meeting was organized to consider the document "ITU-T Rapporteurs and editors manual". Q1/16 prepared five outgoing liaison statements and plans no interim meetings.
Question 6/16 summary
The primary goals for Question 6/16 at this meeting of SG16 were to review the progress of Q6/16, JCT-VC, JVET, and JPEG work, reach AAP Consent on revised Rec. H.264 (V12) Advanced Video Coding (AVC), approve the new supplement H.Sup15 (ex HSTP.HDR10) on high dynamic range video coding, and issue a preliminary Call for Evidence toward a future video coding Rec. H.FVC. A substantial portion of the image coding work of Question 6/16 has been conducted jointly with ISO/IEC JTC 1/SC 29/WG 1 (JPEG/JBIG), and a substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC 1/SC 29/WG 11 (MPEG) in two joint collaboration groups known as the Joint Collaborative Team on Video Coding (JCT-VC) and the Joint Video Exploration Team (JVET). Meetings of JCT-VC and JVET were held in a collocated fashion with this meeting of SG16 under its auspices. The JCT-VC is tasked with development of extensions to High Efficiency Video Coding (HEVC, Rec. ITU-T H.265). JVET is exploring the potential for developing a future video coding standard with substantially improved coding efficiency relative to HEVC. Meetings of MPEG and JPEG were also held in a collocated fashion during the current meeting of SG16, and joint discussions were held with these groups and Q6/16. Q6/16 is planning to hold two Rapporteur meetings, two JCT-VC meetings, and two JVET meetings before the next SG16 meeting in October 2017 and to hold a meeting of the JCT-VC and of the JVET in a collocated fashion with the next SG16 meeting in October 2017 under its auspices. The Question prepared two outgoing Liaison Statements.
Question 7/16 summary
While there were no specific contributions to this meeting, the Rapporteur led a short discussion during the opening WP3/16 Plenary of the revised scope of Q7/16, based on the text contained in SG16-C.1. It was noted that Q7/16 is a continuation of Qs 10/16, 15/16 and 18/16 and part of Q7/16 from the 2013-2016 Study Period, but that some of these Questions were themselves the result of previous consolidation of Questions in WP3/16. Two incoming liaisons were examined, but no responses were deemed necessary. No interim meetings are planned.
Question 8/16 summary
Question 8/16 had meetings during SG16 meeting in Geneva, 16th to 27th January 2017. The highlight of this meeting was the initiation of three new work items: H.ILE-SS on service scenarios of ILE, H.ILE-Reqs on requirements for ILE, and H.ILE-FW on the architectural framework for ILE, with agreed baseline documents. Q8/16 also organized a 2nd mini-workshop on ILE on the morning of 19 January 2017. Three LSs/r were prepared, and the group plans to hold one interim meeting before the next SG16 meeting, when it plans on organizing the 3rd mini-workshop on ILE.
Question 11/16 summary
Question 11/16 is the continuation of Questions 1/16, 2/16, 3/16 and 5/16 from the previous study period. It had a successful meeting and reviewed several input documents pertaining to the common text Recommendation ITU-T H.222.0 | ISO/IEC 13818-1. Q11/16 proposed two corrigenda and two amendments for Consent and reviewed several items in the plan for future work. The Question does not plan on holding any interim Rapporteurs meeting and did not prepare any outgoing liaison statements.
Question 13/16 summary
Question 13/16 experts met during this SG16 meeting to progress the work on four draft new Recommendations and one Technical Paper: ITU-T H.IPTV-TDES.5; H.IPTV-SBM, H.IPTV-MAFR.10; H.IPTV-MAFR.13 and HSTP.IPTV-Guide.1. The Question agreed to start two new work items: H.761 (V4) on "Nested context language (NCL) and Ginga-NCL (Rev.)" and H.IPTV-EUIF.1 on "Enhanced UI framework for IPTV terminal device–Gesture Control Interface (New)". The Question prepared five outgoing Liaison Statements. The group agreed to submit one draft new Recommendation for Consent at this meeting: ITU-T H.763.2 (ex H.IPTV-MAFR.10). The Question plans to hold an interim Rapporteur group meeting before the next SG16 meeting in May or June 2017.
Question 14/16 summary
Question 14/16 was addressed in seven sessions for discussion based on 12 contributions during this SG16 meeting held in Geneva, 16-27 January 2017. Q14/16 agreed to split H.DS-CASF "Digital signage: Common alerting service framework" into three work items by creating two new work items, one of which started at this meeting (H.DS-ASM "Digital signage: Metadata for alerting services"); the other one will be created at a future meeting. During this meeting, Q14/16 also updated the text of four draft new Recommendations (H.DS-CASF, H.DS-FIS, H.DS-META, H.DS-PISR) and two Technical Papers (HSTP.DS-WDS, HSTP.DS-Gloss). The Question plans to hold an interim Rapporteur group meeting before the next SG16 meeting in May or June 2017.
Question 21/16 summary
Question 21/16 met for eleven sessions during this meeting. There were 36 contributions received and discussed. The work on the exiting work items including F.CCVSReqs, H.CSVSArch, H.IVSArch, H.VSMprot, F.CCNMMS, F.DICNReqs, F.NRICNReqs, F.USMReqs, F.VCDNReqs, H.VCDN.1-NV, H.CDNFI, H.625 Rev., H.LLS-FW, F.IQAS-META, F.MAFFReqs, F.WSA, F.EMSarch and HSTP.DIS-UAV was progressed and they were updated based on the discussion at the meeing. At this meeting, five draft new Recommendations and a revised Recommendation were submitted for Consent. The Question agreed to start four new work items and produced one outgoing liaison statement (jointly with Q24/16). The Question is planning to have an interim Rapporteur meeting in June 2017, China (specific date and place are to be determined).
Question 24/16 Summary
Question 24/16 progressed the work on E.FAST as well as E.OKID. Q24/16 received four contributions. Work items on E.FAST and E.OKID were discussed and updated based on discussion results. Q24/16 agreed to send a liaison statement regarding E.FAST to ASTAP EG-MA and ISO JTC1/SC35. The Question does not plan to hold interim rapporteur group meetings.
Question 26/16 summary
Question 26/16 received 11 contributions on F.Relay (telecommunication relay service), H.702.Cor.1 (IPTV Accessibility Profiles), HSTP.CONF-H702 (Conformance testing spec. for H.702), FSTP-RCSO (remote captioning), FSTP-TRS-KPI (relay service KPI), H.ACC-ANPV (audio-based navigation system), and HSTP.AEHH (audio enhancement for the hard-of-hearing). Q26/16 received 13 incoming liaisons from IEC TC SyC ALL, ITU-R WPB6, ITU-D Q7/1, ITU-T SG20 and ITU-T SG2. It agreed to draft seven outgoing liaison statements. Question 27/16 received ten contributions related to draft new Recommendations ITU-T F.VGP-REQ, H.VGP-ARCH and G.V2A. Q27/16 agreed to propose F.749.2 (ex F.VGP-REQ) for Consent while the baseline texts for H.VGP-ARCH and G.V2A were updated. Q27/16 received four incoming liaisons from ITU-T SG17, SG20, CITS. It was agreed to draft two reply liaisons. The group agreed to start work on a new work item, a new technical paper HSTP.VG-Gap "Gap Analysis of Vehicle Gateways defined by SDOs". Q27/16 plans two rapporteur group meetings: the first on 7 or 13 March 2017 in Geneva (considering the next planned CITS meeting during 9-10 March 2017), and the second in the June – July 2017 timeframe (place and date TBD)..
Question 28/16 summary
Question 28/16 received 48 contributions, 40 of them are related to H.820-H.850 series CDG (Continua Design Guidelines) and its testing specification suites. Two new and 37 revised Recommendations were submitted for Consent and one revised Technical Paper was submitted for Approval. Q28/16 received four incoming liaisons from ITU-T SG12, SG20, and JCA-AHF. It agreed to draft four outgoing liaisons. Q28/16 agreed to start work on two new work items, F.Med-UHD "Framework for telemedicine systems using ultra-high definition imaging" and FTSP.EH-DEV "Issues list for enhancing availability of e-health services and applications in developing countries". Cooperation with WHO continued in the context of their Safe Listening Initiative. Q28/16 plans one rapporteur group meetings in May/June 2017 timeframe.

- A minute of silence was observed for Mr Sam Narasimhan, long-time MPEG expert and editor of ITU-T H.222.0 (MPEG-2 system), who passed away in early January 2017.
