Terms of Reference

The main objectives of ITU-T Study Group 3 Regional Group for Latin America and the Caribbean (SG3RG-LAC) are as follows:  

A.                   To act as a platform for the analysis and exchange of information between delegates of Member States, local and regional experts, and to encourage debate and efforts to seek consensus on economic and financial aspects of telecommunications/ICTs;

B.                  To encourage the active participation of Member States, their regulators, Sector Members, and operators of the region in the meetings and work of ITU-T Study Group 3 and SG3RG LAC, as well as in the implementation of ITU-T Recommendations;

C.                   To foster discussion and studies across the region of international telecommunication/ICT policy and economic issues and tariff and accounting matters (including costing principles and methodologies), with a view to informing the development of enabling regulatory models and frameworks;

D.                  To encourage discussion and debate, and to work on the region’s economic and financial priorities as regards telecommunication services, in accordance with the terms of reference of ITU-T Study Group 3, paying special attention to subjects including: international and cross-border mobile roaming; international Internet connectivity; national broadband plans; local and regional interconnection infrastructure; universal service and consumer surplus as an instrument of monitoring broadband plans and investment in telecommunications; relevant markets and identification of PSM operators; regulatory accounting; cost methodologies and trends; and methods of spectrum pricing;

E.                   To encourage studies into the economic and regulatory impact of the Internet, convergence (services or infrastructure) on international telecommunication services and networks;

F.                   To work also on topics pertaining to tariffs and accounting in NGNs and their impact, economic impact of transition from IPv4 to IPv6, commercial agreements for international telecommunication services, alternative calling procedures, misappropriation and misuse of telecommunication services and resources, setting of reference prices, liquidation of international telecommunication services, charging and accounting principles for NGN, Digital Financial Services, establishing and connecting regional IXPs, OTTs, Machine to Machine (M2M) communications, and dispute resolution related to charging and invoicing, all in a manner closely aligned with the terms of reference and work structure defined by ITU T Study Group 3;

G.                  To encourage the development of new or revised Recommendations and/or appendices and the submission of substantive contributions from the LAC region in traditional and emerging areas of interest for ITU-T Study Group 3 that reflect the interests of the region;

H.                  To strengthen standard-making capabilities within the region in accordance with Resolution 44 on “Bridging the Standardization Gap” (Rev. Hammamet,2016);

I​.                    To act as liaison betw​een Member States and Sector Members of the LAC region and ITU T Study Group 3 and its other Regional Groups.
