Mwende NJIRAINI

​​​​​​​​​​​Mwende NJIRAINI is a Telecommunication Engineer by profession who loves a good intellectual challenge, baking and birdwatching.

Ms. Njiraini is currently an Associate with DiploFoundation, working on developing Knowledge Modules for the Africa Union (AU) - Global Forum for Cybersecurity Expertise (GFCE) Collaboration: “Enabling African countries to identify and address their cyber capacity needs”.

Ms. Njiraini has been the lead in the design of a tool for assessment for Cyber Defence Centres including CIRTs based on the recently approved ITU-T Recommendation X.1060, as the Chair of ITU-T Study Group 17 (security) Regional Group for Africa.

Ms. Njiraini has worked in various capacities at Communications Authority of Kenya, the ICT regulator, most recently as the Manager, Innovation, Research and Development.  She has been responsible for developing and implementing the Authority’s Science, Technology and Innovation Strategy (ST&I).  She has initiated interactions with innovators to enable the Authority co-create agile, iterative, proactive and collaborative models needed to infuse and mainstream ST&I in regulation, including monthly in-house technology webinars. 

Mwende has managed projects that have elevated the Authority’s global regulatory position, notably the establishment of Kenya Network Information Centre (KENIC) in 2003, the National Computer Incident Response Team (KE-CIRT/CC) in 2009 and the Mobile Number Portability project, 2011. She has been involved in developing regulatory instruments such as Voice over Internet Protocol Guidelines, 2005, Network Redundancy, Resilience and Diversity Guidelines, 2017 and Technical specifications for Mobile Devices, 2018.
