Marja MATINMIKKO-BLUE

​​​Marja MATINMIKKO-BLUE is Director of Sustainability & Regulation at 6G Flagship and Senior Research Fellow at Center for Wireless Communications (CWC) in the University of Oulu, Finland, where she also holds an Adjunct Professor position in spectrum management. She has worked at the university since 2016. 

Prior to her current work, Marja worked as Research Scientist and Senior Scientist at VTT Technical Research Centre of Finland Ltd. (VTT) in 2001−2015. During 2012−2014, she also served as a Chairwoman of Cognitive Radio System (CRS) Studies in the Working Party 5A (ITU-R WP5A) of the International Telecommunication Union’s (ITU) Radiocommunication Sector. 

Marja completed her Dr.Sc. in Telecommunications Engineering on cognitive radio systems in 2012, and Ph.D. in Management Sciences on stakeholder analysis in 2018 at the University of Oulu, Finland. She conducts inter-disciplinary research on technical, business, and regulatory aspects of mobile communication systems in close collaboration with industry, academia, and regulators. Marja has also coordinated several national research project consortia that have successfully demonstrated the world’s first licensed shared access (LSA) spectrum sharing trials and introduced a new local 5G operator concept and spectrum licensing model, which has become a reality in many countries. 

Marja has published 170+ scientific publications and prepared 150+ contributions to regulatory bodies in national, European, and international levels. She also coordinated the preparation of twelve 6G White Papers in 6G Flagship (the first White Papers on 6G in the world) and led the development of the White Paper on 6G Drivers and the UN Sustainable Development Goals. She received the Young Scientist of the Year Award in 2013 from Finnish Foundation for Technology promotion for her active and successful collaboration with industry, academia, and regulators.
