Jacques FRANCOEUR

Jacques FRANCOEUR has 3​​​​​​​​​​​0+ years as industry thought leader in cybersecurity and audit & compliance. Current focus on CBDC modelling and Security and Assurance Standards development with International Telecommunication Union (ITU) and International Standards Organization (ISO). Collaborating on a solution to the emerging Fintech industry security and compliance challenges with the World Economic Forum. Jacques’ experience spans over 30 years starting with the Canadian space program, moving to enterprise cyber risk management, with his current focus of the last 5 years on the Internet-of-Value and CBDC Security Validation best practice development. Jacques’ career in the US spans 18 years in Silicon Valley. As a risk, security and compliance advisory consultant with the Big-4, Jacques developed his enterprise cyber risk management skills with KPMG, Ernst & Young, and Science Application International Corporation (SAIC). Jacques is developing the next-generation security validation platform, shifting his career focus internationally, working with the International Telecommunication Union in Geneva. Over the last 4 years, Jacques has focused on DLT and CBDC security and assurance standards development. As a US Delegate to ITU Study Group 17 Security since 2018; Team Lead of the Security and Assurance Working Group of the Digital Currency Global Initiative since its foundation in 2020; and ISO TC68 SC2 & CBDC Security liaison, Jacques is at the nexus of influence and activity for the creation of standards which will evolve into regulatory requirements.  ​
