Biographies

Samuel Agyekum
NCA, Ghana

Samuel K. Agyekum holds a Master of Philosophy degree in Telecommunications Engineering and BSc degree in Electrical/Electronic Engineering from the Kwame Nkrumah University of Science & Technology, Ghana. He worked with Huawei Technologies (S.A) Ghana Ltd as an Optimization/QoS Analyst for 2 years on a Vodafone Managed Services Project after which he proceeded to join the QoS Team of the National Communications Authority-Ghana in 2011. Mr. Samuel Agyekum has, since January 2015, served as the Lead responsible for the Network Performance Monitoring functions of National Communications Authority-Ghana. He has successfully led the implementation of NCA’s Network Monitoring System and facilitated best-in class near real-time visibility to the Regulator- a feat that is enviable across the African Sub-region. In addition to the above, he has served as Project Integration Lead of the Authority’s Interconnect Clearing House (ICH) in 2016 where he coordinated the work of the Technical Working Group at the project integration level and provided regulatory support to facilitate traffic testing of the ICH with a number of IWCL operators. He is currently facilitating the consultative processes of NCA’s Draft QoS regulations, 2019 for passage into law. He has also demonstrated a good wealth of managerial skills by designing a Balanced Scorecard and Lean Six Sigma Process Improvement Models for the then Monitoring & Compliance Division as part of optimizing internal business processes for maximum productivity. He has since 2015 been serving as Performance Management Champion in his organization and helping to drive staff energies to desired work outputs. He was in November 2017, nominated to server on newly created Service Monitoring Owners (SMO) group whose mandate is to ensure enhanced oversight on all twenty six (26) regulated services of the Authority. He has participated widely in ITU-T programmes such as Study Group 12 meetings on Quality of Service (QoS), Quality of Experience (QoE) and Performance, QSDG meetings, SG 12 Africa Regional and West Africa Telecommunications Regulators Assembly (WATRA) meetings, where he has made a number of paper contributions and presentations at these events. He was the Editor and Co-editor of ITU-T Rec. E.807 and E.811 and recently G.1028.1 on “QoS aspects of Video Over LTE”, which have been approved as ITU standards.

Faisal Ghazaleh

Fiona Kamikazi
Officer Telecoms Compliance, UCC, Uganda

Fiona Kamikazi Beyaraaza is a Telecommunications Engineer by profession, with 10 years progressive experience in Network Planning and Optimization, Telecommunications Regulation. She possesses extensive training and experience in Numbering Resource Management, Equipment Conformity assessments, Technical Regulatory Compliance and Quality of Service monitoring. Fiona has additional certifications from the Sustainable Development Goals (SDG) Academy, Alcatel University and United States Telecommunications Training Institute. She is currently working with the Uganda Communications Commission as a Telecoms compliance engineer and lives in Kampala.

Melvin Emlyn King
NATCOM, Sierra Leone

Melvin E. King is an ICT professional with a wealth of experience in Telecommunication Management, Quality of services/Quality of Experience monitoring, broadband technologies, Spectrum Management, Fixed/Cellular Networks and Cyber Security which simply explains that his experience spans across both public and private sector. He has over fourteen (14) years hands-on technical and management experience across Africa, Europe and North America. He has devoted his last 9years to ICT regulation with the regulator in Sierra Leone, NATCOM and is presently in-charge of QOS, QOE and Network Performance at the ICT regulatory Authority in Sierra Leone. He has worked for all 3 of the 4 cellular Networks in Sierra Leone in different capacity as NOC Engineer, BSC Engineer, Transmission Engineer and as Core Engineer between the periods of 2006 to 2010. He was part of the team of telecoms engineer that successfully migrated Africell SL Ltd from the old 2G/2.5G Nokia Siemens Nodes/equipment(BSC,BTS,MSC,IN & Billing Platforms) to 3G/3.5G Huwei nodes (RNC, Node B,SGSN,IN & Billing Platforms). Melvin E. King in 2013 been an engineer with the regulator and as member of the Institute of Engineers in Sierra Leone monitored and supervised the installation of the present broadband internet at Freetown International Airport in Sierra Leone. Melvin is also an active member of ITU study group 20 (SG20) - IoT, Smart cities &​communities. Melvin E. King lives in Freetown, Sierra Leone with his family. He is happily married with 2 kids.

Fabrice​ Kouhon Derou

Fabrice Kouhon Derou est titulaire d’un diplôme d’ingénieur des télécommunications obtenu à l’Ecole de Nationale des Télécommunications de France ( TELECOM Bretagne). Après sa formation en 2014, il décide de rentrer dans son pays d’origine, la Côte d’Ivoire et intègre l’Autorité de Régulation de Télécommunications de Côte d’Ivoire ( ARTCI ) . Depuis 2015, il est en charge du service contrôle de la qualité de service et de la desserte.
​​ Collins Mbulo
 Senior Engineer, QoS Monitoring, ZICTA, Zambia
            
Collins Mbulo holds a Master of Law degree in Information Technology and Telecommunications (LLM in IT&T) and also holds a Bachelor of Engineering degree in Electronics and Telecommunications (BEng E&T) from the University of Zambia. Collins is Vice Chairman of the Study Group 12 Regional Group for Africa (SG12 RG-AFR). At national level in Zambia, he is Chairman of Quality of Service and Quality of Experience standardisation committee (Technical Committee 3). He currently manages the QoS/QoE function at Zambia Information and Communications Technology Authority as Senior Engineer – Quality of Service. He joined ZICTA from Airtel (Celtel Zambia then) in 2008, and has worked at ZICTA in various portfolios to date; including working as Engineer Radio Planning & Licensing, Projects Engineer and now Senior Engineer – Quality of Service. Collins has over thirteen years working experience in the ICT sector.
Ntsane Mole
Technology Standards and Numbering engineer, LCA, Lesotho

Ntsane Mole holds a bachelor of engineering in electronics from National University of Lesotho. He is currently enrolled for Master of Science in Engineering Management with the University of Pretoria in South Africa to be completed in 2019. He has an in-depth experience in access radio networks, having worked with Vodacom Lesotho for 6 years as radio engineer.  He is currently working with Lesotho Communication Authority as technology standards and numbering engineer.
Brice Murara
RURA, Rwanda

​Brice has contributed in various ITU-T SG 13 roles: Future networks, with focus on IMT-2020, cloud computing and trusted network infrastructures. He currently serves as ITU-T SG 13 Vice-chair as well as Co- Chair WP1/13: IMT-2020 Networks & Systems. Before that, he served various roles in ITU-T SG 13 such as Rapporteur of Q4 on “Identification of IMT Systems and beyond” and Vice-chair of its Regional Group for Africa. Brice MURARA holds a MSc. in Mobile Communication Systems from the University of Surrey, as well as MBA from University of Wales, UK. Brice has experience in both operational networks and telecom regulatory aspects.
In RURA, Brice is responsible for Mobile networks performance and Quality of Service monitoring.
​​​Bertrand Kisito Nga
​​MINPOSTEL, Cameroon​

Nga Bertrand Kisito, is a Telecommunications Engineer since 1998. He is Deputy Director of the Standardization of Infrastructures and ICT Equipment at the Ministry of Posts and Telecommunications. He has initiated research in the areas of e-government and quality of service of broadband telecommunications networks in Cameroon. He is currently leading projects for the implementation of broadband infrastructures, including the national fiber optic backbone, submarine cable landing points and computer incident warning and response centers. In addition, he participates in the work of the African Groups of Study Groups 12 and 17 of the Standardization Sector of the International Telecommunication Union (ITU-T).
​Ghislain Nkeramugaba
Deputy Managing Director, Revolution’Air Ltd., Rwanda

Nkeramugaba Ghislain is the Deputy Managing Director of Revolution’Air Ltd. A new Rwandan Internet service provider in the local Rwanda ecosystem. He has more than 14 years experience in Internet technologies and business. He holds a Master’s Degree in Communications Management, and Bachelor’s Degree in Computer Engineering and Information Technology from the University of Rwanda. He often facilitates technical workshops in Africa, for the Internet Society, which aim at building capacity in the areas of Internet Peering and Interconnection.
Tahitii Obioha
 Planet Network International, France           

Tahitii Obioha holds a B.Eng in Electrical and Electronics Engineering from Federal University of Technology Owerri Nigeria, a diploma in Mobile Communications from Telecoms Academy (UK) and an M.S in Telecommunication Systems and IT Networking, from Université Paul Sabatier Toulouse III in France. Working with Ericsson, He led the team that implemented the Golden Cluster (Pilot LTE test in the south west of France) for Orange. Also supervised Field technicians in LTE deployments in the south west of France for Operator BOUYGUES using Huawei Equipment. Prior to joining Planet Network International in 2008, Tahitii spent a year as a consultant at Nokia Siemens Networks, planning and optimizing 2G and 3G networks for major mobile operators (ORANGE and SFR) in France.
Tahitii is an active member of IEEE since 2004.
Joachim Pomy
Consultant, Opticom

Joachim received his Diploma in Communications Engineering from Darmstadt Technical University in 1984. The same year he joined Telefonbau & Normalzeit in Frankfurt where he became responsible for PABX transmission planning, and approval, for mouth-to-ear voice quality and for perceptual evaluation of users' satisfaction. Since 1988 he is actively involved in related standardization efforts in ITU-T, ETSI, MESAQIN, BITKOM, TIA, T1A1 and IEEE. In 2002 Joachim was awarded the ETSI internal Service Medal for his achievements with the Asia-Pacific-Telecommunity (APT). In 2008 Joachim started to work as a Freelance Consultant in Telecommunications & International Standards. He completed successfully ITU projects on QoS in Nepal, the Maldives and for Afghanistan; he gave QoS/QoE workshop presentations e.g. in Spain, Kenya, the Maldives, Lebanon, South-Korea and Ghana. Joachim lead an ETSI project on Adaptation of the ETSI QoS Model to better consider results from field testing. Joachim has taken responsibility and leadership in ETSI STQ and ITU-T SG12 for more than one decade. Together with researchers from OPTICOM, Swissqual and TNO he supported actively the standardization of P.863 (Perceptual Objective Listening Quality Prediction) as the appointed editor of P.863 and P.863.1 including their the recent revisions. For the African Regional Group in ITU-T SG12 Joachim has edited Recommendation E.804 on Mobile QoS and a Supplement for Regulatory Aspects of QoS. Joachim is vice chair of ETSI STQ and (co-) rapporteur for multiple areas in ITU and ETSI; he is also the (co-) author of more than 150 contributions to ITU, ETSI and TIA. Since 2015 Joachim is actively involved in the work on QoS and QoE for Digital Financial Service, Mobile Money and similar services.

Amadou Sowe
Senior Manager Consumer Affairs-Technical, PURA, The Gambia

Amadou Sowe graduated with a Master’s degree in Business and Management at the University of Gloucestershire, UK and has a Bachelor’s degree in Computer Science minor in mathematics from the University of Kentucky. Mr. Amadou Sowe has been working for PURA for the past 4 years at the Consumers Affairs Directorate. Mr. Sowe has a dynamic management career with over 7 years progressive experience in management. He has proven ability to collecting, collating and carrying complex data analysis. He is responsible for all QoS Data analysis and interpretation at the Authority.
Anne Rita Ssemboga
Program Officer, International Telecommunications Union

Anne is a program officer at the ITU Regional Office for Africa currently based at the Harare, Zimbabwe area office. She is a Policy and Regulatory Economist and has worked in the ICT sector for over 15 years. She began her career in the sector at the Uganda Communications Commission (UCC), the regulatory agency in Uganda and was the Head of the Competition and Economic Regulation before joining the ITU in 2013. At ITU, Anne is a focal person for a range of issues ranging from Economics and Finance, policy and regulation, ICT statistics and measurements, quality of service and consumer interests. She has contributed to a number of technical papers and discussions at national, regional and international levels in areas such as universal access, broadband infrastructure investment & pricing, international internet connectivity (ICC), International Roaming, Mobile Finance, eWaste and Climate change, QoS among others. Anne holds a Master’s Degree in Economic Policy Management, Makerere University; a Post Graduate DIP in Economics for Competition Law, Kings College, London (UK) and BA (Hons) in Economics.
Lizzy Tsheko
Manager of Quality of Service (QoS), BOCRA, Botswana

Lizzy Tsheko is the Manager of Quality of Service (QoS) at Botswana Communications Regulatory Authority where she is a currently overseeing and ensuring that ICT service providers deliver good quality services to the nation of Botswana. She has been active in the Telecommunications Industry for over twenty-three (23) years where she worked in regulatory for fifteen (15) years at Botswana Communications Regulatory Authority (BOCRA). She has worked in several projects within the regulator being the development of QoS Guidelines (2013) which she is currently reviewing for the year 2019. Prior to joining BOCRA, she worked at Botswana Telecommunications Corporation (BTC) for 5 years in the Marketing Department as the Product Development Manger responsible for introducing new services and products to the consumers. She also worked for the Botswana Police Service in the Department of Transport and Telecommunications Branch, as the Engineer responsible for maintenance and repair of the communications equipment. Currently she sits on the “National Registration Standards and Professional Practice Committee” of the Botswana Engineering Registration Board (ERB) responsible for assessment of Engineers desiring to be recognised as Professional Engineers in Botswana as well as assessing and recommending standards of practice by various Engineers categories to the Board.

Walter Yoong  
Senior Project Manager Mobile Network Testing (MNT), Rohde & Schwarz, Germany

Walter Yoong has over 20 years of experience working in the test and measurement segment of the Telecommunications industry, first with Comarco Wireless Technologies mainly in the Asia-Pacific region and then with SwissQual AG (now Rohde & Schwarz SwissQual AG) in the European, Middle East and African markets. In his current capacity as Senior Project Manager he works with mobile network operators, infrastructure providers and telecoms regulators to help evaluate and improve QoS and QoE for the various voice, data and video services that are delivered on mobile networks today.
