Martin​​​Martin Adolph
Study Group Advisor, ITU

Martin Adolph is a Study Group Advisor with the ITU, the United Nation's specialized agency for information and communications technologies. Working in ITU's standardization bureau, he is coordinating ITU-T activities in the field of performance, quality of service, and quality of experience, and distributed ledger technology. He holds diplomas in Computer Science from TU Dresden and in Engineering from École Centrale Paris.

Amelia Regina Alves holds a degree in Psychology from the University of Brasília in 1979, Master's Degree in Psychology from the University of Brasília in 1986 and PhD in Psychology from the University of Brasília in 2005. Worked In the telecommunications sector for Telecomunicações Brasileiras S/A - Telebrás in the area of T & DE, models and evaluation research. Alves also worked at the National Telecommunications Agency – ANATEL in the definition of the evaluation models of consumer satisfaction and perceived quality. In the academy she is coordinator of the Research Group on Technology and Emerging Behaviors of Social Networks, lecturer and researcher in the area of Social, Organizational and Work Psychology, with emphasis in Consumer Psychology, Economic Psychology. In addition, she has experience in the area of Measurement in Organizations, focusing on Training, Evaluation and Consumption and Market Management. Currently she is Ombudsman of the National Telecommunications Agency.

Mr Bafutto is an Electrical Engineer (Telecommunications) and holds a PhD degree (1994) in Electrical Engineering from the University of Stuttgart, Germany. From 1997 to 2006 he was with the National Regulatory Agency (Anatel) where he hold several positions and was responsible for areas related to Satellite, Spectrum Planning, Regulatory Compliance and PSTN Services. Dirk Bernhardt is CEO of P3 communications, Inc., the North American subsidiary of Aachen, Germany-based P3 Group, a leading international consulting, testing and engineering services company. Dirk is responsible for delivering and expanding P3 services in the Americas, partnering with network operators, infrastructure and equipment vendors, and device manufacturers to assess, improve and optimize the wireless ecosystem that drives the customer experience. With more than 15 years experience in mobile networking, he began his career as a systems engineer at Aixcom GmbH, a spin-off of RWTH Aachen University of Technology in Germany in 2000 after earning a Master of Science in Electrical Engineering there. Dirk joined P3 in 2004 where he held a number of consulting roles including consultant to the German government on a nationwide green field wireless network for public safety and first responders, one of Europe's largest infrastructure investment programs. In 2011, he moved on to an international business development role and was appointed VP Consulting in 2012 before taking on his current role in 2013. Dirk lives in Morristown, New Jersey and enjoys exploring the region by bicycle and as a private pilot.

Now, in addition to controlling current obligations, it manages the strategic project to revise the regulatory framework.

He worked for 13 years as a specialist engineer and consultant in O & M, Optimization and Mobile Network Planning. At Anatel, he worked in the regulatory area, with emphasis on the studies of femtocells, 700MHz and radio bidding bids. Coordinator for the Implementation of the Risk Management Process to Critical Infrastructures of the Telecommunications Networks and responsible for the Network Monitoring Center. One of the creators of the Anatel Mobile Service Application, winner of the Mobile Award TELA VIVA 2014. Coordinator of the Quality of Mobile Networks for World Cup and Olympic Games. Anatel representative at the Institutional Security Office in the subgroup of Critical Infrastructure for Telecommunications and Broadcasting. He acted academically as a graduate professor in Electrical Engineering disciplines and postgraduate in Telecommunications MBA.

Anabel Cisneros is Telecommunications Engineer with high-level studies and technical training in different fields of Communications and ICT. She has studies in Public Policy and governmental management from the San Andres University. She has spent over 10 years working for Telecom Industry and for the last 5 years, she participate actively in ITU sectors. She was elected as Vice Chairman to the Radiocommunication Advisory Group (RAG) ITU-R in RA-15. She has an active participation in meetings of the ITU-T Study Group 12 – QoS and Study Group 5 of ITU-R: Terrestrial Services. Mainly in the 5D Group. She led the Argentinean delegation for the ITU Radiocommunication Assemblies: RA-15 and ITU World Radiocommunication Conferences: WRC - 15. Anabel was assigned National Director of International Affairs in Argentina´s Regulator (AFTIC Resolution 2/2015) of the Federal Authority for Information Technology and Communications. She´s in charge of the Rapporteur on issues of fraud and non-compliance ICT practices of Permanent Consultative Committee (PCC.I - CITEL). In charge of the Rapporteur on issues of Quality of Service ICT Standing Advisory Committee of CITEL. She was part of the study and drafting of QoS Regulation and also the procedures to QoS KPIs and cross-control in Argentina. Also she participated in the technical study of the Argentina spectrum bidding for 4G services.

Eusebio Costa is Network Peformance Assurance Manager at Claro Brazil, working for the CTO – Mobile Access Network and Quality of Service. He has leaded several CEM, Big Data, Analytics and Quality of Experience initiative for the last 5 years. Graduated in Electrical Engineering emphasis in Electronic Systems and Telecommunication, PUC-MG, he has added an Executive MBA in IBMEC-MG, post-graduation in Management at Fundação Dom Cabral and lately an Executive Education Program in Big Data and Data Science at Fundação Getulio Vargas. His background in Telecommunications includes the three main Brazilian mobile operators for the last 20 years, working in Customer Assistance and Optimization, RF and Transmission Planning, than Performance Assurance. Starting from a state own company, learned a lot in the privatization of the telecommunications in the end of the 90s, then went through 3 startups, gaining knowledge in Mobile Networks deployment, engineering, operations, customer support and interaction with business areas. Lately has been working closely with regulatory department and ANATEL to promote the changes towards quality of experience and customer oriented indicators.

Mr. Leonardo Euler is graduated in Economical Sciences and holds a master's degree in economics, both from the University of Brasília, where he has also worked as a professor. Afterwards, he has worked for Eletronorte as an analyst. He started his career in Anatel in 2006, and  worked as an advisor for the Board of Directors, as head of the Economic Monitoring Management Office and as chief of the Technical Advisory Office.

Manuel Emilio Ruiz was sworn in as a Council Member of the Superintendency of Telecommunications (SUTEL) on April 28, 2014. At the SUTEL, Council Member Ruiz has focused on universal services and promoting competition in the telecommunications sectors, always looking for innovation, improved institutional efficiency and defending consumers rights. Prior to joining SUTEL, Ruiz has worked as IT Director for several companies of DOLE Food Co. implementing innovative projects and making efficient use of technology, as well as Senior Consultant in ICT for FAO / United Nations and for the European Union in projects of international technical cooperation, and as Director Regional IT services for SYKES in Latin America and Spain. Ruiz graduated from the University of Costa Rica and holds a M.Sc. in Computer Science with an emphasis in Engineering Management from George Washington University.

Pär Hultén, currently working as Product Manager for InfoVista, responsible for TEMS Product device integration and OEM chipset business development. During his 20 years in the company he has been responsible for popular products like TEMS Investigation and TEMS Pocket. The last couple of years Pär has focused mostly on device integration and early technology introduction for the TEMS Product portfolio. Expertise in UE testing methology, VoLTE/ViLTE/VOWIFI testing. Magnus Hylén is Technology Product Manager for Mobile Network Testing with focus on new technologies such as IoT, LAA and 5G. He has been exploring mobile network technologies throughout his professional life – from first generation automatic analogue voice networks to today’s 4G multimedia networks. Magnus joined SwissQual AG and Rohde&Schwarz as Product Manager 11 years ago. SwissQual AG is a pioneer in mobile network and service benchmarking founded in 2000 that since 2012 is part of the Rohde&Schwarz electronics group. Prior to that he worked 16 years with Radio Network development at Sweden's leading mobile operator TeliaSonera. He holds a degree in electrical engineering from KTH Royal Institute of Technology in Stockholm.

Fabio Koleski heads the area responsible for consumer surveys and research in Anatel. He holds a master degree in Communications Policies from the University of Brasilia (UnB, 2010) and a bachelor degree in Journalism from the University of São Paulo (USP, 1997). He is a telecommunications regulation specialist and civil servant since 2007. Before being responsible for the mentioned area in Anatel, he has served as advisor to the Deputy Minister of Communications (2011-2013) and advisor to the Secretary-General of the President of the Republic (2004-2010).

Nilo Pasquali graduated in Electrical Engineering and holds a specialization degree on Telecommunications Regulation by the University of Brasilia (UnB). With over 13 years of experience in the telecommunication sector, he has worked as a software developer for radiofrequency network planning in the Microwave and Millimeter waves Laboratory of UnB, in Huawei, one of the major telecommunications industry suppliers he was responsible for fixed broadband network planning and deployment and for the last 7 years he is working in the National Telecommunications Agency as manager for mobile services and more recently as Head of Regulatory Bureau.

Former Regulatory Director, holding a 14 years executive career at Telefônica-Vivo, responsible for strategic and operational issues and represented the company at Regulatory Agencies. She was also in charge of all stages involving the quality regulation in force, since the previous modeling discussions to the rule’s implementation and results’ monitoring. Nowadays, supports several telecom companies in many regulatory issues such as Brazilian telecommunication’s regulatory model discussion, review of consumer rights regulation and radiofrequency bidding and spectrum sharing. She is participating actively in the revision of the quality model, supporting some companies in the discussions which are taking place.
PomyJoachim Pomy

Joachim received his Diploma in Communications Engineering from Darmstadt Technical University in 1984. The same year he joined Telefonbau & Normalzeit in Frankfurt where he became responsible for PABX transmission planning, and approval, for mouth-to-ear voice quality and for perceptual evaluation of users' satisfaction.
Since 1988 he is actively involved in related standardization efforts in ITU-T, ETSI, MESAQIN, BITKOM, TIA, T1A1 and IEEE. In 2002 Joachim was awarded the ETSI internal Service Medal for his achievements with the Asia-Pacific-Telecommunity (APT). In 2008 Joachim left his position in Frankfurt and started to work as a Freelance Consultant in Telecommunications & International Standards. He completed successfully ITU projects on QoS in Nepal, the Maldives and for Afghanistan; he gave QoS/QoE workshop presentations e.g. in Spain, Kenya, the Maldives, Lebanon, South-Korea and Ghana. Joachim lead an ETSI project on Adaptation of the ETSI QoS Model to better consider results from field testing. Joachim has taken responsibility and leadership in ETSI STQ and ITU-T SG12 for more than one decade.
Together with researchers from OPTICOM, Swissqual and TNO he supported actively the standardization of P.863 (POLQA, Perceptual Objective Listening Quality Assessment) as the appointed editor of P.863 and P.863.1 including their the recent revisions. For the African Regional Group in ITU-T SG12 Joachim has edited the new Recommendation E.804 on Mobile QoS and a new Supplement for Regulatory Aspects of QoS. Joachim is vice chair of ETSI STQ and (co-) rapporteur for multiple areas in ITU and ETSI; he is also the (co-) author of more than 150 contributions to ITU, ETSI and TIA.

Mr. Prado is a Communication Networks Engineer with 10 years of experience in the public and private sector on the ICT industry in a national and international level, having worked at Banco do Brasil, the biggest retail bank in Brazil, and being currently at Anatel, the Brazilian telecommunication’s national regulatory authority, where he has been working since 2011 as specialist on planning and implementing ICT public policies, mainly the broadband national plan (PNBL), by fostering the deployment of telecommunication/ICT infrastructure and competition in the provision of broadband services over the country.He has been working also in the development of a regulation framework for assessment of quality of mobile and fixed broadband services for many years, as well as in the field of spectrum pricing and spectrum auctioning for enhancing the provision of broadband services (4G and ahead). Since february, 2017, he is positioned as Deputy Head of Economic Analysis Department at Anatel.
After representing his country in many ITU and CITEL meetings, since 2014 he started to attend ITU-T Study Group 12 – “Performance, QoS and QoE” meetings, where after speaking (many times as ITU’s invited expert) and contributing in all meetings, he was elected vice-chairman of the ITU-T Study Group 12 representing America’s region and designated for leading positions in many SG 12 groups (for example Working Party 3/12 and Question 12/12). He was responsible to elaborate and negotiate (in America’s and Africa’s region) the approval of ITU-T Resolution 95 (WTSA-16) on initiatives to raise awareness on best practices and policies related to service quality, and have been the editor and main contributor to the now approved ITU-T Recommendation E.811 – Quality measurement in major events. Currently he is the Editor of ITU-T Draft Recommendation E.RQUAL - Strategies to Establish Quality Measurement Frameworks.

Juarez Quadros graduated from the Federal University of Pará in electrical engineering, where he began his professional career in the Telebras System – the former Brazilian state owned telecom holding. Mr. Juarez is the Chairman of Anatel’s Board of Directors since 2016. Prior to that, he worked at the Ministry of Communications as Deputy Minister and, later, as Minister. Before that, he was President of the Auction Committee of the mobile service-band "B". He was coordinator of the Special Commission to coordinate the procedures for the process of Privatization of Federal Telecommunication Companies. He was Chairman of the Board of Trustees of Fundação CPqD and Fund Manager Council of technological development of telecommunications. He also served in companies Telepará and Teleacre of the Telebras System and as Councillor of Directors of Telerj, Telebahia, Teleamapá, Telesp, Teleceará, Embratel, the Brazilian post and Telegraph Enterprise and Embraer. He was also adviser to the Foundation for Technological Innovations, Nokia Networks Brazil and to the National Union of Telecommunications Satellite Companies.

RuplalPraneel Ruplal

Praneel Ruplal is a Senior Manager within the Engineering & Technology Division of the Independent Communications Authority of South Africa (ICASA). ICASA is the Telecoms and broadcasting regulator in South Africa. He has worked within the technical regulatory environment for almost twenty years and is a registered Professional Electrical Engineer with the Engineering Council of South Africa (ECSA) as well as a Senior Member of the South African Institute of Electrical Engineers (SAIEE). Praneel is the Chairperson of the South African Bureau of Standards Technical Committee 73 on Electromagnetic Compatibility and also heads the Quality of Service Department at ICASA. Praneel holds a BSc Degree in Electrical Engineering with a specialization in telecommunications and a Master of Management Degree in the field of Information Communications Technology, Policy and Regulation. He is currently a PhD candidate.

Electronic Engineer, with postgraduate studies in Project Management. She has more than 9 years of experience in the telecommunications sector. For the last 7 years she has been directly involved in Quality of Service. Natalia is responsible of the coordination of SUTEL´s Quality of Service area, which includes the Quality of Services measurement projects, such as drive test, national QoS monitoring system and consumer surveys. She plays an important role as an active member of a group created in SUTEL to define and implement the new and innovative Quality of Service Regulatory framework.
SanchezFernando Hernandez Sanchez

Fernando Hernandez Sanchez, (IEEE SM) received the Industrial Engineer Op. Electronics degree from the University of the Republic, in 1989 and the MBA in Telecommunications Enterprises [with Honor Mention], from the Catholic University, Uruguay, in 2001.
From 1993 to 2003, he was a Chief Engineer in the National Telecommunication Enterprise (ANTEL). He is currently the Telecommunications Dept. Manager in the Regulatory Unit for Communication Services (URSEC) of Uruguay. He is in charge of Numbering and Signaling National Plans management, standardization and QoS-QoE activities. His academic training and professional specialization cover telecommunication regulation, including national and international telecommunication policies and technological innovation policies. He has been an active representative of the Uruguayan Administration in various ITU-D and ITU-T meetings and conferences, and CITEL-OAS-PCCI Meetings, as well. He is SG2RG-AMR Vice-chairman. Also, he has worked at the Electrical Institute of the University of the Republic and as a professor in the ORT University. His researches interests include Electromagnetic Compatibility (EMC), Improving Systems and integrated circuit Reliability (HD& SW), as well as testing methods.
Souza Jose Ruy Moreira de Souza

Jose Ruy Moreira de Souza has been in the telecom industry for over 11 years. Jose Ruy has always worked developing softwares for mobile and fixed networks, in the areas of optimisation and monitoring. Today he works as Product Manager at Bwtech International, and is responsible for designing new features and products to continuously improve network quality on operators. Head of QoS and Coverage department at ARTP Senegal, Malick has several years experience in the Telecommunication Industry. He has accumulated 4 years as Network Operation Center (NOC) Supervisor, 5 years as Intelligent Network Supervisor, and 3 years as Mobile Money ¨Project Manager. Since 2014, he is handling all QoS/QoE issues at ARTP Senegal. Malick received his Engineering Degree in Telecommunication at INPL France and he is also holding two MBA degrees one in Management Information System at Sullivan University in Louisville Kentucky and another one in Corporate Economic Policy Implementation at Maastricht School of Management in the Netherlands.

Randall Trevino was named Deputy Regional Director at ITU Regional Office for the Americas in February 2013. Prior to this appointment, he performed duties as Director of Networks and Telecommunication Systems at Vice Ministry of Telecommunications in Costa Rica; Randall was the former President of the Board of Central America Telecommunications Commission – COMTELCA. After more than thirty years’ experience in the high-technology industry, Randall worked for 13 years with ICE, The Electricity and Telecommunications Institute in Costa Rica, where held increasingly management positions in Electricity and Telecommunication areas. In 1995 he became Director of International Engineering for IMA-WorldCom in Miami, USA with the responsibility of the development of the International Call Originating Network throughout Latin America, where he remained until 2001, and then he moved to NEXCOM-LeadCom Group Israel as General Manager and Senior Project Director successfully managing NORTEL projects for more than US$ 50 million. Afterwards he was appointed Senior Project Director for GBM an IBM alliance Company, to manage high profile projects on CISCO Giga Routers Backbone Networks. Mr. Trevino also has held executive positions in various companies in the private sector. Mr. Trevino received degrees in Electrical and Telecommunication Engineering - Summa Cum Laude - from Central America Autonomous University, Master Degree in Project Management - Cum Laude - from University of Science and Technology in Costa Rica, MBA International Business from University of Miami, USA, and M.Sc. Engineering from Purdue University, USA.

Director, IFT, Mexico

Tania Villa works at the regulator agency in Mexico, the Federal Institute of Telecommunications (IFT), since 2014. At the IFT, she acts as the Telecommunications and Broadcasting Physical Layer Analysis Director of the Regulatory Policy Unit and leads the Wireless Networks Laboratory of the IFT. She is in charge of proposing quality of service (QoS) and quality of experience (QoE) regulation for the different telecommunications and broadcasting services in Mexico. She has acted as an advisor for the Ministry of Communications and Transport of Mexico (SCT), the Worldwide Bank, academic institutions and other regulators in Latin America. She has been involved with ITU proceedings since 2016 and today acts as an editor for a new work item created during the last Study Group 12 meeting of the ITU-T sector towards defining a framework for QoS regulation including measurement and sampling methodologies. She holds a PhD in Electronics and Communications from Télécom Paristech in collaboration with Deutsche Telecom Laboratories. During her PhD, she worked for different FP7 projects funded by the European Union, industry and French institutions. She obtained a master’s degree in Wireless Systems by the Royal Institute of Technology (KTH) in Sweden and a Telematics Engineer degree from the Autonomous Technological Institute of Mexico (ITAM). She has been an active researcher since 2007, published several peer-reviewed papers and worked as a research fellow at the Humboldt University in Berlin. Prior to her studies in Europe, she worked for a cellular operator in Mexico where she participated in projects related to network planning, capacity dimensioning and equipment provisioning. Her areas of interest includes wireless systems, design, modeling and performance evaluation of cellular networks.
RodrigoRodrigo Vieitas

Rodrigo Vieitas graduated in telecomunication engeneering and holds a master's degree in telecommunications systems, both from the Federal Fluminense University. He started his career in Anatel in 2005, as a regulatory specialist, and he is currently the Regional Manager in the States of Rio de Janeiro and Espírito Santo.  Prior to his current position, he worked as technical advisor and special project coordinator for Anatel Regional Office in Rio. In addition, he was actively involved in the planning and coordination of Anatel activities in several major events, including Pan-American Games 2007, Rio+20, 2014 World Cup, and 2016 Olympic Games.
ZanonJoão Zanon
Regulatory Specialist, Anatel, Brazil

Mr. Joao Zanon is a Telecommunication engineer that works at ANATEL´s Regulatory Division, which is responsible for the development of regulatory policies in regards to telecommunications services in Brazil. Currently, he is one of the coordinators of the Regulatory team and lead key project at ANATEL, such as the national initiative on the combat of counterfeit and stolen ICT devices, transition to IPv6, Geolocation on emergency calls, lawful interception and other security related initiatives. He also focuses his work on other telecommunication regulation subjects, like quality of service measurement, MVNO, Mobile Payment, IoT, among others. Mr. Zanon also contributes on other international forums, such as REGULATE and CITEL Permanent Consultative Committee I – PCC.I (telecommunication/ICT policy, regulatory aspects, standardization, cybersecurity, international public policy issues relating to the Internet), acting as Brazil’s Head of Delegation at various meetings. At CITEL PCC.I, he is Co-Rapporteur of the Rapporteurship on fraud control, regulatory non-compliance practices in telecommunications and regional measures against the theft of mobile terminal devices, and Rapporteur of the Correspondence on the Combat of Counterfeit ICT, where he´s leading the discussion on the combat against counterfeit devices. He was appointed on the last WTSA-16 as Vice-Chairman of ITU-T SG11 and on this study period (2017-2020) is the rapporteur of the Question Q15/11 and Liaison Officer from ITU-T SG11 to CITEL.​
LuisLuis Alejandro Pacheco Zevallos
Deputy Manager, Regulatory Analysis, OSIPTEL, Peru

Regulatory Analysis Deputy Manager at OSIPTEL, the peruvian public telecommunications services regulator and competition agency. Luis holds a MS. in Telecommunications (Fulbright Scholarship), and MEng in Engineering Management, both from the University of Colorado at Boulder, and a BS in Electronic Engineering from the Pontifical Catholic University of PERU (PUCP), where he is now Professor at the Telecommunications Engineering and Regulation of Public Services Graduate programs at PUCP. Luis is Senior Member of IEEE. Luis is also President of the Consumer Protection Commission at INDECOPI. He has been Manager in charge of Supervision and Enforcement at OSIPTEL. He has worked in the team that designed the National Broadband Plan of Peru and the "Law of Broadband Promotion and Construction of the National Optical Fiber backbone". He has led and worked with OSIPTEL teams in charge of monitoring the implementation of the national fiber optic network and regional networks, also in the regulations for quality of service with emphasis on mobile and Internet services, and in issuing OSIPTEL opinions on international public tenders of radioelectric spectrum for 4G LTE services. He has been in charge of the elaboration of net neutrality regulations in Peru. He has authored and co-authored several research publications of OSIPTEL. He also has practical experience in private telecommunications companies in Peru and in the United States.
