Oscar León Suarez has more than 15 years of experience in the ICT sector and has ample experience in projects management and in the planning, development and appropriation of new technologies and tactics. He also has plenty of experience in the organization and management of technical, legal and financial cases.
He obtained his Electrical Engineering at the Pontificia Javeriana University in Bogota. He has a post-graduate degree in Telecommunication’s Project Management from Politecnico Grancolombiano and a Master’s degree in Business Administration (MBA) from the University of Sabana in Bogota.
Since November 2010, Oscar León is the General Director of the National Spectrum Agency in Colombia – ANE. He was a leader and coordinator of the successful auctioning of the 4G technology in Colombia. He plays an important role in projects management and the implementation of new businesses. He has been an advisor to three different ministers from the Ministry of Technology of Information and Communications: Minister Angela Montoya, Minister Martha Pinto and Minister Diego Molano Vega. He worked as advisor for the Comisión de Regulación de Comunicaciones. He was the manager of regulatory planning at Comcel S.A., as well as a project manager at Netsurf-Microsoft Solutions Provider and the technical director at Hitech.
Oscar León has been invited speaker in different international conferences to talk about the development of wideband wireless services, the human exposure to electromagnetic fields (EMFS) and the auctioning of spectrum as a strategic element for the countries development. He has been twice awarded the National Communications Medal of Merit: first time with the gold class for his contribution to the development of ICT in Colombia and second time with the bronze class for his contribution to the successful spectrum auctioning for the 4G technology in Colombia.
