Muzaffer MISIRCI received his B.S. and M.S. in Industrial Engineering at Bilkent University. He got another M.S. in Operations Management at Kellogg School of Management in Northwestern University. The first job experience was in Turkish Republic Eastern Mediterranean Development Agency as a development expert. For a while he worked in Turkish Development Bank. Then he joined Turkish Information and Communication Technologies Authority. His area of expertise is quality service regulations for end users in fixed telephone and internet services.
