Political scientist (Universidad del Salvador). Master of science (c) from the Latin American Faculty of Social Sciences (FLACSO). Postgraduate in Socio-political Methods by the University of Salamanca (Spain).

Director of Prince Consulting (www.princeconsulting.biz), a research and consulting company in Technology, Policy and Government. Professor and researcher at the Universidad Nacional de Quilmes (UNQ). He has been professor and academic coordinator of the Digital Government International Diploma at the Technological Institute of Monterrey (Argentina). He has taught courses and seminars at the Universidad del Salvador, Universidad Nacional de Cuyo, Universidad Católica de Córdoba, Universidad de La Punta, Universidad Tecnológica Nacional, among others.

His recent books are titled "Smart Cities: the contribution of ICT to the community" (Ed. Autores de Argentina) and "Policies and experiences of Open Government in Argentina" (Jefatura de Gabinete de la Nación). He has published more than 20 articles in academic journals as well as dozens of papers and book chapters on topics related to the impact of ICT on cities, democracy, government and citizen participation.
