PROKOP Gundula

Gundula Prokop (MSc, MBA) is since 1998 senior expert and project manager at the Austrian Environment Agency (Umweltbundesamt), mainly providing consultancy to the European Environment Agency and working as co-ordinator or project partner in EU Research and Territorial Co-operation Projects.

Furthermore, she has been working under contracts for the European Commission, EUROSTAT, the World Bank and the Joint Research Centre. Gundula has been in charge of developing an indicator for contaminated sites for the EEA (CSI015, LSI003), indicators for land take and soil sealing for the European Commission and land use indicators for regional surveys on behalf of EUROSTAT.

Gundula is an active networker and member of several national and international working groups, including the National Reference Centre for Land Use (EEA), Member of the Working Group on Land Take of the European Soil Partnership and member of the Austrian Working Group on Reducing Soil Sealing.

Gundula is author and editor of national and international publications related to contaminated land management, brownfield recycling and land take.​

Title: Draft ITU-T Recommendation on Key Performance Indicators for smart sustainable cities to assess the achievement of sustainable development goals


The development of Key Performance Indicators (KPI) for smart sustainable cities at the UNECE side is part of the project “United Smart Cities” and at ITU side is the work of the ITU-T Study Group 20. KPIs shall serve as an assessment tool to support cities, also in developing countries and in countries with economies in transition, to improve their sustainable growth while focusing on a more transparent and efficient use of their resources. The base of these KPIs is the UNECE-ITU Smart Sustainable Cities Indicators which were endorsed by the UNECE Committee on Housing and Land Management in December 2015. The Committee also mandated UNECE to develop together with ITU a ITU-T Recommendation on this topic. ITU-T Recommendations are recognised international standards.

After a long and intensive negotiation process and consultation of various stakeholder groups 91 indicators have been agreed in April among core and additional KPIs. KPIs are grouped in to three areas, namely economy, environment and society and culture, respecting the three pillars of sustainability and are linked to the sustainable development goals (SDGs).
