MATONIENE Daiva

Since 2012, Daiva Matoniene has held the position of Vice Minister, Ministry of Environment of the Republic of Lithuania, where she is responsible for construction and housing, urban design and architecture, planning and depths of earth sectors. Leadership on Program for modernization of multi-apartment buildings.

Since 2010 has also been a member of the Lithuanian Delegation (COTER and ENVE) to the Committee of the Regions. Daiva Matoniene has an MBA in Economics and a Bachelor's degree in Management & Business Administration from Siauliai University of Lithuania. From 2007 to 2012, she was Deputy Mayor in the Municipality of Siauliai, where she was responsible for environmental safety, economics, infrastructure, information technology and construction management.

Awards: Prime minister of the Republic of Lithuania award Diplomas for achievements and results implementing Housing Renovation Program, President of the Republic of Lithuania Dalia Grybauskaite Medal of Honour for achievements in Lithuanian Presidency period, Minister of Environment Valentinas Mazuronis award for the fruitful work in Renovation of buildings. ​

Title: Energy-efficient buildings: barriers and opportunities. Lithuanian practical example

Urban energy use and saving in the smart cities are revealed by measures implemented in the housing sector. Buildings are responsible for at least 40% of energy use in most countries. Lithuania has launched a new ambitious Renovation program model for Multi-apartment buildings in 2013 and has achieved the best results. The President of European Investment Bank Werner Hoyer identifies Lithuanian program as a success story. The Program is aimed to increase energy efficiency in multi-apartment buildings and monitoring results show that 50-80 % energy savings are reached.

Why is energy efficiency so important, what are the barriers and opportunities to achieve good results?
The main idea of the new and clear model is to strengthen the municipalities’ role with the goal – no financial and administrative burden on Households. The Government of the Republic of Lithuania has developed an innovative financing scheme (JESSICA Holding Fund) for this Program. More than 500 mln Eur have been provided from JESSICA for the energy effieciency projects. The overall aim of the scheme is to contribute to increased energy efficiency in housing sector by the means offering the long term loan financing at preferential terms and conditions.

This helps to create new jobs, lower CO2 emissions, meanwhile allowing thousands of people improve living conditions and cut energy bills. Cooperation and team work is the main condition for success.
