Person IconEdem Adzogenu
Senior Advisor, Innovation & Digitalization, Africa CDC & African Union

Dr. Edem Adzogenu is Senior Advisor for Innovation & Digitalization at Africa CDC. His work straddles the public, private and civic sectors, with an emphasis on innovation, economic development, pan-African integration and social transformation. Dr Adzogenu has been at the forefront of ground-breaking initiatives to promote public-private partnerships and a stronger role for the African private sector in regional and continental integration. Under his leadership, AfroChampions, an organisation he co-founded, has grown into an influential regional public-private partnership platform that partners the African Union and several regional institutions to drive African integration and transformation, using innovative toolkits such as technology investing, novel financing instruments and intergovernmental policy design. Working with some of Africa's foremost thinkers and leaders, he guided the adoption by African Heads of State of the “Trillion Dollar Private Sector AfCFTA Investment & Financing Framework (TDF)" in support of AfCFTA Implementation. Beyond his special focus on Africa, Dr. Adzogenu sits on several International Advisory boards.

Editor of ITU-T X.509 | Independent consultant, Andersen's L-Service, Denmark

Erik Andersen was employed by IBM for 27 years. and was in the early 1980th appointed by IBM to be the IBM representative in Danish Standards. Became chair of the Danish committee for Open Systems Interconnection standardization and participated in numerous international meetings within ISO/IEC. After leaving IBM, continue to be active in international and European standardization. Was during four study periods rapporteur for the question, is responsible for the ITU.T X.500 series. Has for 15 years or more been the project editor for the ITU-T X.500 series, which includes ITU-T X.509. Is also project editor for three new part of the X.500 series, ITU-T X.510, a coming ITU-T X.508 and the work on interconnecting PKI domains using blockchain.​​​


Person Icon Ciaran Carolan
Programme Manager (PKD), ICAO

Ciaran Carolan manages the ICAO Public Key Directory (PKD) programme at the International Civil Aviation Organization (ICAO). The PKD is a large-scale IT system for sharing data necessary for electronic authentication of travel documents. Ciaran manages all technical maintenance and development, global user and stakeholder management and financial management. He also contributes to ICAO’s global work to introduce new formats of secure electronic and digital documents, improve the regulatory environment for facilitated cross-border travel, and enhance global infrastructure and capabilities for document issuance and border checks through training, capacity building and project execution. He is a also member of the ICAO group of innovation focal points leading efforts to drive innovation across all dimensions of aviation globally. Prior to working for ICAO, Ciaran spent six years managing at the European Union Agency for Large-scale IT systems in Estonia, leading efforts to strengthen the EU’s digital architectures for border management, asylum management and law enforcement cooperation, as well as 5 years at the European Molecular Biology Laboratory in Germany as a researcher and program manager. He is a trained pharmacist holding an MBA from IE Business School, Spain and a PhD in Computational Chemistry from Trinity College, Ireland.​

Changoh Kim
Q4/17 Associate Rapporteur, Q3/Q4/Q7/Q13/Q14 Editor in ITU-T SG 17 | CISO, Yanolja,  Korea (Rep. of)    

Dr. Kim is the head of the security department as CISO(Chief Information Security Officer) and CPO(Chief Privacy Officer) in Yanolja. Yanolja is Asia’s best full-stack hospitality company, supplying an integrated hotel platform by effectively utilizing IoT and AI technologies and it's the fastest-growing No.1 OTA travel-related company in South Korea. Also, He has worked in IT companies such as NCSoft, Coupang, Kakaomobility, and others since 2001. He received his Ph. D. degree in 2021 from Korea University, in Korea. He has been an editor for 7 approved and 1 working ITU-T Recommendations in the area of information security management and security services, cybersecurity and countering spam, intelligent transport system (ITS) security, Distributed Ledger Technology (DLT) security, and secure application services. He has served as an Associate rapporteur of Question 4(Cybersecurity and countering spam) of ITU-T Study Group 17 since 2017.

​Konstantin Hyppönen
Policy Officer (SNE), DG Health and Food Safety (SANTE), European Commission.

Dr. Konstantin Hyppönen is a policy officer working on digital health in DG SANTE of the European Commission. He is currently participating in work on the European Health Data Space. Previously, he has taken part in a number of international projects, including setting up the EU Digital COVID Certificate system, and cross-border ePrescription and Patient Summary services between EU Member States (MyHealth@EU). He currently acts as a policy owner of MyHealth@EU, working on the expansion of this infrastructure. Before joining the Commission, in Finland, Dr. Hyppönen had worked as a chief architect in Kela's Information Services, responsible for the technical architecture of the Finnish eHealth and social services hub, Kanta Services.

Hwajeong Hwang​
IT Consultant & Project Manager, LG CNS, Web3/Blockchain Enhancement Group

Hwajeong Hwang is a consultant and business development specialist in web3/blockchain business enhancement group at LG CNS. She is a blockchain expert on DID. She played role of change management and advisory for national mobile driver license business related to blockchain-based DID service from planning to implementation.  On behalf of LG CNS, she has been participating as a Steering Committee
member of Trust over Internet Protocol (ToIP), which is the foundation for the digital identity, verifiable credential, blockchain technology, and secure communications to  converge and create an interoperable architecture for decentralized digital trust. She has been working as a business consultant and project manager in the IT industry for over 25 years.




Woojin Jung
Director for Information and Statistics, Korea Disease Control and Prevention Agency​  

Jung Woojin manages all of the systems in KDCA. He has expreience in system managing for public health and social security in the Ministry of Health and Welfare (MOHW) during last decade. From this year, he belongs to KDCA as the director which manage vaccination systems include digital vaccination certification, COOV.

Young-jin Kim
Managing Director, Interoperability of DLT Systems,​ Dreamsecurity Co., Ltd.​  

Young-jin Kim is leading government project research and development efforts at Dream Security as the project manager. With over 30 years of experience, he has been dedicated to advancing information security technologies, including user/device authentication, cryptographic applications, and blockchain security. His contributions have significantly enhanced information security in both the public and private sectors. Currently, he is involved in a government project titled 'Development of service data fusion and interoperability technology by standard operation between heterogeneous blockchain systems,' which is supported by the Ministry of Science and ICT (IITP).

Eugene Lee is responsible for Raonsecure's global business affairs. Bringing more than 32 years of experience in business development, product management, and operations from the payment industry to IT industry, he has served companies in areas of card payment, payment gateway, SSO, IAM, PKI, and other innovative technologies. He is a board memeber of FIDO Alliance. Prior to Raonsecure, Eugene Lee worked as a vice president at Visa Korea where he was responsible for business development with large financial institutions, fintech, and merchants. In the past, he has also worked at British Petroleum, Hewlett Packard, Silicon Graphics, Lucent Technologies, Entrust, Softforum, and KG Inicis.​

Person IconCarl Leitner
Technical Officer, World Health Organization I Co-chairman of JCA-DCC ​

Carl Leitner, Ph.D. is a Technical Officer with the World Health Organization, Geneva. He is the former Technical Director of Digital Square at PATH and Associate Director of Health Workforce Informatics at IntraHealth. Carl Leitner brings more than twenty years of experience in informatics, information technology, software development, and education including more than fourteen years of designing and adapting health information systems in low- and middle-income countries. Leitner has worked closely, in a variety of roles, with many digital health global goods. Leitner also regularly engages with health informatics standards development organization and has co-authored several health informatics standards.

Marcos Allende López​​
Technical Leader | ​Coordinator, LACChain Global Alliance

Marcos Allende is the Technical Leader and Coordinator of the LACChain Global Alliance. He coordinates the development of the infrastructure and the technical support to blockchain projects. He plays this role from the IT Department of the Inter-American Development Bank, as an IT Specialist. Marcos has published several articles and papers on blockchain and quantum technology and their potential for social impact. As a physicist, prior to joining the IDB he worked for CERN in particle physics.​​



Gillian Makamara
Project Officer, ITU/TSB 

Gillian Makamara is a Project Officer in the Telecommunication Standardization Bureau (TSB) of the International Telecommunication Union (ITU) where she supports the development of international standards on Cybersecurity in ITU-T Study Group 17 and on Performance, quality of service (QoS) and quality of experience (QoE) in ITU-T Study Group 12. Gillian also contributes to ITU's work in the fields of quantum communications. Gillian holds degrees in Telecommunication Engineering from the Jomo Kenyatta University of Agriculture and Technology (JKUAT) and the University of Liverpool.​



Keundug Park
Q10/17 Associate Rapporteur | Professor, Seoul University of Foreign Studies (SUFS), Korea (Rep. of) 

Keundug Park, Ph.D. is a professor at Seoul University of Foreign Studies (SUFS) in Seoul, Korea and working on blockchain and distributed ledger technology (DLT). He has contributed to ITU-T SG17 (Security), ISO/IEC JTC 1/SC 27 (Information security, cybersecurity and privacy protection), and ISO/TC 307 (Blockchain and distributed ledger technologies) for standardization. He was the editor of ITU-T Recommendation X.1406 (Security threats to online voting systems  using distributed ledger technology). He has developed ITU-T draft Recommendation X.srdidm (Security requirements for decentralized identity management systems using distributed ledger technology) as an editor. His current research interests include blockchain and DLT security, decentralized identity, information security management system, privacy, and cloud service security.​


Kazue Sako
Editor, ISO 29191 | Professor, Department of Computer Science and Engineering, Waseda University, Japan 

Dr. Kazue Sako is a professor at Department of Computer Science and Engineering at Waseda University. Her research topic is on cryptographic protocols that enhance privacy and fairness, e.g. electronic voting protocols, anonymous authentication schemes, and digital lottery systems. She is an Expert in ISO/IEC JTC1 SC27 WG5( Identity and Privacy) and edited ISO 29191"Requirements for Partially Anonymous, Partially Unlinkable Authentication." She served as Program co-Chair/ Chair for many international conferences including ASIACRYPT, RSA conference Cryptographer's Track, Financial Cryptography and Data Security, and ESORICS. She is a member of the Science Council of Japan, and was the 26th president of Japan Society for Industrial and Applied Mathematics. She is currently serving as a vice chair of MyDataJapan.​



Sanghoon Song
Director General, ICT Policy Bureau, Ministry of Science and ICT (MSIT), Korea (Rep. of)

Dr. Sanghoon Song was appointed as Director General of the ICT Policy Bureau of the Ministry of Science and ICT (MSIT) of the Republic of Korea in August 2022. Prior to the current position, he served as Director of the ICT Policy Division (MSIT), Director General for Investigation and Coordination of the Personal Information Protection Commission, and Director General of the ICT Industry Policy Bureau (MSIT). The ICT Policy Bureau is in charge of coordinating and adjusting Korea’s overall ICT policies. As the Bureau’s Director General, Dr. Song oversees the national digital strategy, as well policies for the digital society, including ICT regulatory sandbox, ICT convergence expansion, blockchain, digital twin and digital inclusion. Dr. Song holds a Bachelor’s and a Master’s degree in electronic engineering from Seoul National University, Korea​ and a PhD in electrical engineering from the University of Tokyo, Japan.


Christophe Stenuit
Founder, ViewConcept, Belgium​

Christophe Stenuit is a recognized actor in Cybersecurity, Data Privacy, Enterprise Architecture, and GRC (Governance, Risk reduction, Compliance) with more than 20 years international experience. He contributed to ICT strategies of international players in sectors including finance, logistics, energy, telecom and e-government. Since 1999 he has contributed to international standardization, and is a member of committees on security and privacy technologies (ISO/IEC JTC 1 /SC 27 and CEN/CLC/JTC 13). He is the editor of standards on identity, access, and privacy management and architecture.​​

Chairman, ITU-T Study Group 17, Security | Professor, Department of Information Security Engineering, Soonchunhyang University, Korea (Rep. of) 

He is Chairman of ITU-T SG17 (Security). He is working as a professor for the Department of Information Security Engineering of the Soonchunhyang University, Korea from September 1990. He is currently the Director of SCH Cybersecurity Research Centre from Dec. 2013. He is a Commissioner for Personal Information Protection Commission from August 2020. He began participating in ITU-T SG 17 in 2003 and has actively contributed to the work of SG17 as a core member of security experts. He was an associate Rapporteur of SG 17 Question 10/17 from 2003 to 2004. For the Study Period (2005 – 2008), he served as a Rapporteur of Question 9/17. He was a Vice Chairman of ITU-T Study Group 17 from 2009 to 2016. He was a Chairman of Working Party 2 (Application Security) of SG17 for the Study Period (2009–2012) and was a Chairman of Working Party 3 (Identity management and cloud computing security) of SG17 for the Study Period (2013–2016). He has been a Project Editor for many approved ITU-T Recommendations or agreed Supplements in DLT security, authentication/application protocols, de-identification techniques, USN/IoT security, 5G security, and cybersecurity. He is a Chairman for the ISMS/PIMS certification committee in Korea since 2007, and a Board director for Korea Information/Security agency from May 2020. He was a member of advisory committee to the Korea national security office for the Office of the President, Republic of Korea from October 2018 to May 2022, a president of KIISC (Korea Institute on information security and cryptology) in 2011 and is an emeritus president of KIISC. He had worked for ETRI as a senior research engineer from 1982 to 1990. He had been involved in developing high speed transmission system. He had been involved in many (advisory or self-performance evaluation) committees for the Korea Communications Commission (KCC) from 2008 to 2016, the Ministry of Science, ICT and Future Planning (MSIP) from 2013 to 2017, the Ministry of Industry and Energy (MoTIE) from 2015 to 2017, Ministry of Science and ICT from 2017. He had been involved in self-performance evaluation) committees for the Ministry of Science and ICT since 2017 to 2019. He had been the chairman for the committee on information security in the PyeongChang Organizing Committee for the 2018 Olympic & Paralympic Winter Games from January 2015 to May 2018. He received a bachelor’s degree in 1981, a Master degree in 1983, and a Ph.D. degree in 1990, all in Electronics Engineering from Hanyang University, Korea.
Bingsheng Zhang
Editor of ISO/IEC 27565 I Professor, College of Computer Science and Technology, Zhejiang University, China.

Bingsheng Zhang is currently a Professor at the College of Computer Science and Technology, Zhejiang University, Hangzhou, China. He is the PI of National Key R&D Programmes of China grant No. 2021YFB3101600. Before that, he was program director of Lancaster University’s master’s degree in cybersecurity and leader of the university’s security research group. He specializes in cryptography, multi-party computation, verifiable electronic voting (e-voting), and zero-knowledge proofs. He has published over 60 papers at top-tier conferences and journals in cryptography and security, such as Eurocrypt, Asiacrypt, PKC, CCS, NDSS, PODC, Infocom, IEEE TIFS, IEEE TDSC, and IEEE TSC, etc. He is the editor of ISO/IEC 27565 "Guidelines on privacy preservation based on zero knowledge proofs" and the secretary of IEEE P2842 workgroup on "Recommended Practice for Secure Multi-party Computation".
