Biographies

​​​​Sulyna Abdullah
Chief, Digital Knowledge Hub Department (BDT), ITU

Sulyna Abdullah the Chief, a.i. of the Digital Knowledge Hub Department in the Telecommunication Development Bureau of the ITU. Prior to this, she spent close to two decades at the Malaysian Communications and Multimedia Commission (MCMC) during which she was actively involved in the activities of the ITU. She was formerly MCMC’s Chief Officer of Corporate Strategy and prior to leaving MCMC in 2019, she was the Chief Transformation Officer. After leaving MCMC, and immediately before joining the ITU, Sulyna had a short stint in the private sector during which she was the Director of Public Policy for Southeast Asia in Netflix. Sulyna has held various positions on the international front representing Malaysia. On the APEC front, she was the Chair of the APEC Ad Hoc Steering Group on the Internet Economy (2015 – 2017). She also Chaired the APT Preparatory Group for the ITU Plenipotentiary 2018 (PP-18) and went on to chair the Working Group of the Plenary at the ITU PP-18 itself. Sulyna was also the Founding Director of the ASEAN ICT Centre. Sulyna is a lawyer by training and is an Advocate and Solicitor of the Malaysian Bar.

Vice President and Head of the Brussels office, Computer & Communications Industry Association (CCIA) ​

Christian Borggreen is Vice President and Head of the Brussels office of the Computer & Communications Industry Association. He leads CCIA’s work on a wide range of EU and international policy issues. Before joining CCIA in 2014, Mr. Borggreen served since 2010 as Policy Advisor at the U.S. Mission to the EU. In his role for the U.S. Department of State, he managed and advised senior U.S. decision-makers on digital policy issues. From 2008 to 2010 he managed the advocacy on digital economy policy advocacy for the American Chamber of Commerce to the EU. Prior to that, he worked for the United Nations in New York and Santiago de Chile, in the area of digital and economic development. He holds a master’s degree in Public Administration comprised of university studies in the United States, Argentina, Italy, and Denmark.
​​Nathalia Foditsch
Senior Regulatory and Policy Specialist, Alliance for Affordable Internet (A44I)

Nathalia Foditsch is a licensed attorney and has worked on technology and communications policy and regulatory issues over the past twelve years. She has worked for some of the main international organizations and think tanks, which she has represented in official missions to numerous countries in the Latin America, Caribbean, and Europe. Nathalia has also worked as an International Adviser for the Administrative Council for Economic Defense (CADE), the Brazilian antitrust authority, and served as a coordinator for communications policy and regulation at the ministerial level in Brazil. Foditsch is affiliated to Cornell University’s Broadband Network and Emerging Markets Institute. Among other publications focused on technology and communications policy and regulation, Foditsch has co-edited and co-authored the book “Broadband in Brazil: Past, Present, Future”, which was a finalist of the 2017 “Jabuti Awards” (the main literary award in Brazil). Nathalia is an adjunct professor at the University Jose Cela (Spain); and holds a master’s in law (LLM) and a master’s in public policy (MPP) and is a member of the advisory board of the Brazil-U.S. Legal and Judicial Studies Program at the Washington College of Law (WCL). She is fluent in Portuguese, English, Spanish and German.
​​Megan Funkhouser
Director of Policy, Tax and Trade, Information Technology Industry Council (ITI)​​

Megan Funkhouser leads the Information Technology Industry Council’s (ITI) international tax engagement as Director of Policy, Tax and Trade. Before joining ITI, Megan led the Global Business Alliance’s (formerly the Organization for International Investment) legislative and regulatory advocacy for trade policy, the Committee on Foreign Investment in the United States (CFIUS), export controls, and other issues affecting foreign direct investment in the United States. Megan started her career working for U.S. Representative Jim Costa (CA-16), where she supported the Representative’s engagement with the Transatlantic Legislators’ Dialogue – an interparliamentary exchange between Members of Congress and Members of European Parliament – and managed a legislative portfolio that included foreign affairs, defense, and financial services. Megan holds a bachelor’s degree in International Relations with a minor in Economics from the University of Southern California and a master’s degree in International Development with concentrations in Defense & Security Economics and Latin America from Sciences Po. Megan currently serves on the Board of Directors for the Association of Women in International Trade (WIIT).
David Geary
General Counsel Caribbean, Digicel Caribbean Limited

David Geary is General Counsel for the Digicel Group. He joined Digicel in the South Pacific in 2010 before moving to the Caribbean in 2013. David is admitted as a solicitor in Ireland and in England & Wales and practised anti-trust and regulatory law with major law firms in Sydney, Brussels and Dublin for many years. He also previously worked for Batelco, the fixed and mobile incumbent operator in Bahrain. He is a graduate of the European University Institute, Florence and the University of Limerick. He currently sits on the GSMA Chief Policy and Regulatory Officers Group for Latin America and serves as a Focal Point to the UN Broadband Commission for Sustainable Development. ​​He is the author of various publications and is a regular commentator on the regulation of the digital economy and taxation of Big Tech in emerging markets. ​


Grégoire Rota-Graziosi 
Professor, Université Clermont Auvergne, Director, Centre d’Etudes et de Recherche en Développement International (CERDI)

Grégoire Rota-Graziosi is Professor in economics, Director of the Centre d’Etudes et de Recherche en Développement International (CERDI-CNRS-UCA, http://cerdi.uca.fr/) based in Clermont-Ferrand (France) since 2017, co-editor of the Revue Economique du Développement and in charge of the research program on Domestic Revenue Mobilization (DRM) of the Fondation pour les études et recherches sur le développement international (FERDI, www.ferdi.fr ). He is also alternate member of the French committee for Tax Abuse. From 2010 to 2015, Pr. Rota-Graziosi was senior economist in the Tax Policy Unit of the Fiscal Affairs Department at the International Monetary Fund (IMF). He is working mainly on tax policy issues in developing countries.
​​Raul L. Katz
President, Telecom Advisory Services, Director, Business Strategy Research at Columbia University’s Center for Tele-Information

As an international management consulting executive, Dr. Raul Katz has provided direction to CEOs and other top management of major telecommunications, software, and digital companies in the areas of business strategy, consumer/industrial marketing, and general management. He is currently President of Telecom Advisory Services, a firm that advises clients in the interrelated fields of strategy, economics, and regulation. Before founding Telecom Advisory Services, he was a Lead Partner at Booz Allen Hamilton, where he was a member of the firm’s Leadership Team and Head of the US and Latin America telecommunication practices. In addition to President of Telecom Advisory Services, he is a Director of Business Strategy Research at Columbia University’s Center for Tele-Information and has taught for fifteen years a course on Strategies in Digital Industries at the Columbia Business School. Dr. Katz has published articles in journals such as Telecommunications Policy, Strategy and Business, Communications and Strategies, Intereconomics, and The Information Society. His book The Information Society: An International Perspective, was published in 1988. His book Creative Destruction: Business Survival Strategies in the Global Internet Economy, addressing discontinuities in the telecommunications industry, was published in 2000. His book The Role of ICT in Development was published in 2010. He also co-authored a book entitled Driving demand of Broadband Networks and Services, published in 2014 and another one entitled Digital ecosystems: Innovation and Disruption in Latin America, published in 2017. Dr. Katz received his Ph.D in Management Science and Political Science and an MS in Communications Technology and Policy from the Massachusetts Institute of Technology. In addition, he holds a Licence in History and a Maîtrise in Political Science from the University of Paris-Sorbonne, as well as a Licence and a Maîtrise (with honors) in Communication Sciences from the University of Paris. He is fluent in English, French and Spanish. He currently lives in New York and has lived in France, in addition to his native country of Argentina.
Will Morris
Deputy Global Tax Policy Leader, PwC

Will Morris is currently Deputy Global Tax Policy Leader at PwC, based in Washington and London. He recently moved to PwC after 17 years at General Electric. At GE, Will directed GE’s Global Tax Policy Program, helping to shape GE’s responses to changes at both national and international levels. From 1995-1997 Will worked at the IRS, and from 1997-2000 worked in the Office of Tax Policy at the U.S. Treasury, where he was Associate International Tax Counsel. At Treasury his areas of responsibility included subpart F, foreign partnerships and other fiscally-transparent entities, as well as entity classification issues (“check-the- box”). Will was appointed Chair of the BIAC Tax Committee (Business and Industry Advisory Committee to the OECD) in Paris in November 2012. As BIAC Tax Committee Chair, Will has been closely involved in all aspects of the BEPS project, including follow-up and implementation, participating in public OECD consultations, coordinating and filing comments on behalf of business, and meeting with many formal and informal OECD groupings as well as national governments. He is also Chair of the AmCham EU Tax Committee in Brussels and was Chair of the Confederation of British Industry (CBI) Tax Committee in London from 2010-16. He is also a Vice-Chair of the United States Council for International Business (USCIB) Tax Committee in Washington, DC. Additionally, he chairs the European Tax Policy Forum, a registered UK charity that since 2005 has commissioned over 40 papers from leading academic economists on business tax issues. From 2011-2017, Will co-chaired the HMRC Business Tax Forum in the UK with the Director General of Business Tax. He is a member of the EU’s Platform for Tax Good Governance. He also is a Member of the Advisory Board of Tax Inspectors Without Borders, and a member of the OECD’s Informal Task Force on Tax and Development. Education and Credentials: Will has degrees in history, law, and theology from Trinity College Cambridge, the University of Virginia, and St Mellitus College, respectively. He is qualified as a US attorney and an English solicitor.​
Rodrigo Octávio Orair
Researcher, Institute for​ Applied Economic Research Institute (Ipea), Brazil

Rodrigo Orair is a researcher for the Institute for Applied Economic Research (Ipea, Brazil) and associate researcher at the International Policy Centre for Inclusive Growth (IPC-IG). Former Director of the Independent Fiscal Institution at the Federal Senate. Rodrigo is an expert on macroeconomics and fiscal policy, having published many studies on topics related to public finances at central and local government levels, as well as on the relationship between public finances, income distribution and the overall development of the country. Rodrigo has won many academic awards, such as four times the first place of the National Treasury Award and twice the first place of the Federal Budget Secretariat Award.

Director, Government & Regulatory Affairs, GSMA, United Kingdom​

Gaia is Director of Policy and Regulation at GSMA, the global association representing the mobile industry worldwide. She provides thought leadership and expert advice on digital policy issues relevant to telecom operators globally and works to advance policies and regulations that enable a safe, sustainable and innovative digital sector for all. She is interested in digital and tech policy, digital inclusion and development. 
​Ahmed Said
Executive Director, International Policies, National Telecom Regulatory Authority (NTRA), Vice Chairman, ITU-T SG3

Ahmed Said is the International Policies Executive Director of the National Telecom Regulatory Authority (NTRA) of Egypt. At present, he is carrying out all the International policies related issues in the telecom sector and handling the international communication channels and international representation for NTRA. Mr. Said Department is also responsible for transferring the International best practices on the major telecom issues that are carried out by NTRA. Mr. Said received his Master of Science in Business Information Technology from University of Middlesex in London, in the year 2001 and he obtained his Bachelor of Commerce in Accounting, from Cairo University in the year 1999. Mr. Said started his career in Mobinil (First mobile network operator in Egypt), followed by TheWayOut (Regional ISP head quartered in Egypt) whereby he reached the position of the business development manager. In 2002 Mr. Said moved to General Dynamics (U.S. based Corporation) as eGovernment and eBusiness Consultant. In 2004 Mr. Said moved back to TheWayOut as the Head of WayOut Wireless (A Subsidy of TheWayOut Group) whereby he has managed to expand the business of the company in the Middle East region opening 5 new offices in Dubai, Bahrain, Jordan, Oman and Yemen. In 2007 Mr. Said joined the National telecom regulatory authority as the economic affairs director. Throughout his career at NTRA he gained extensive experience in the field of telecommunications regulations, cost modeling, regulatory economics and Market analysis. Mr. Said was also a member of the implementation team responsible for the development of major regulatory frameworks in the Egyptian telecom market including Access Framework, International Gateway Frameworks and Egypt's national broadband plan and recently the 4G license framework. Mr. Said has represented the Egyptian administration in several conferences & venues including the WTO, GSR, ITU Telecom indicators, WTSA12, PP14, WTSA16 and PP18…etc. Mr. Said is currently the Vice Chairman of ITU-T SG3 where he is leading the work on many topics like OTT, Mobile Financial services and Alternative calling procedures this is beside his active role in leading the restructuring process of ITU-T SG3 whereby he succeeded in adding more questions and expanding the area of study in the SG3. Also Mr. Said was appointed as the Chariman of ITU-T SG3 RG ARB where he lead the Arab member states in starting this regional group and expanded the activities to study a lot of topic that interests the Arab region and positioned the group as an active regional group within SG3. Recently Mr. Said has been also appointed as a Vice chair for the Focus Group on Digital Fiat Currency, leading the regulatory and economic impact working group. Since His nomination as a Vice chair in ITU-T SG3, Mr. Said lead the group restructuring exercise and through his effort as a lead for the rapporteur group for restructure he succeeded reaching consensus on the current new structure of ITU-T SG3. Mr. Said also lead the work on OTTs and chaired the rapporteur group of OTTS engaging the OTT companies within the ITU-T for the first time and getting an approval on the new recommendation on OTT d.262. Mr. Said has also lead the very challenging rapporteur group of mobile financial services where he succeeded in reaching consensus on approval of the new recommendation D.263 on Mobile financial services. Mr. Said experience in the field of financial inclusion and digital financial services were utilized through his work in the Focus group on Digital financial services and Digital Fiat currency and finally in the FIGI initiative where he leads the Egyptian Country implementation team in Coordination with the ITU.
​​Fernando de Faria Siqueira
Regulation Specialist, Brazilian Telecommunication Regulatory Agency (Anatel)

Fernando has a bachelor’s degree in Economics from the University of Brasília (UnB) and a master’s degree in Economic Theory from the University of São Paulo (FEA-USP). He works at the Standardization Management of Anatel and represents the Brazilian Administration as delegate within Study Group 3 of ITU-T.
​​ Christoph Stork
Partner, Research ICT Solutions

Dr. Stork is a telecommunication expert that specialises in applied, innovative solutions to connect everyone to the Internet. He designed and managed nationally representative ICT household and SME surveys across up to 18 African countries simultaneously. Dr. Stork developed regulatory portals that transform operator, GIS and population data into actionable regulatory information. He also developed ICT ecosystem benchmarking tools. Dr. Stork has supported ICT regulators in Africa with cost modelling, determining termination rates, retail price interventions, defining markets and declaring dominance, designing broadband policies and universal service fund projects. 

​​Seiichi Tsugawa
Senior Manager, Technology Strategy Department, KDDI​

He has been engaged in ITU activities for almost 40 years as a specialist of economic issues of telecommunication. He has served as Rapporteur, Vice-Chairman and Chairman of ITU-T SG3. He has participated in a lot of high level ITU conferences, such as Plenipotentiary Conferences, Councils, WCIT, WTDC and WTSA as a member of the Japanese delegation. When he worked in KDDI Geneva Liaison Office, he was seconded to the ITU WSIS secretariat. His main role was to negotiate with global companies to invite their CEOs/Chairmen. After WSIS secretariat, he was seconded to TSB where he initiated the project of ITU Kaleidoscope which was the first project of ITU-T to strengthen ties with universities. He was also engaged in the preparation of ITU-T’s 50 Year Anniversary. He is a graduate of Chuo University, Tokyo and studied French law in a French university. 
​​​Dominique Wü​rges
Director, Orange, France

Dominique Würges is currently Orange Director of Institutional Relations for Standardisation. He has responsibility for relationships with international organisations involved in standardisation activities at national and international level (ITU, ETSI, AFNOR, etc.), and participates in the governance meetings of these organisations. He is currently Vice Chair of ETSI General Assembly, vice-chair of ITU-T SG3, the leading study group in charge of economic and policy principles of international telecommunications (appointed in 2012), vice- chair of ITU-D SG2 (ICT services and applications), and co- rapporteur for cybersecurity. He was also vice-chair of ITU-D Telecommunications Development Advisory Group from 2010 to 2017. At the European level, he is Member of the European ICT Standardisation policy multi- stakeholder platform for ICTs standardization, Co-Chairman of the ETNO “Global Impact” Working Group and Member of the Digital Broadcast Forum (FAVN). He has previously been Responsible for France Telecom’s External Relations and multilateral affairs), in charge of organisations focused on telecommunications questions, and before was Head of the Data and Directories Department of France Telecom. Education: Diploma from the ENSPTT/ENA (Ecole Nationale Supérieure des PTT); Master’s Degree in Telecommunications and Broadcasting Management (Paris Dauphine); Diploma from Political Science Institute in Strasbourg.
