Ronald has been working as a transportation professional for Rijkswaterstaat/Dutch Department of Infrastructure and Water Management since 2010. He is currently the project manager of Smart Mobility, leading the Amsterdam Practical Trial program and the European InterCor project. On an international level, Ronald is a member of the Ertico Supervisory Board, the chair of the Ertico Public Authority Platform, a member of the TRB Freeway Operations Committee and of the CEDR Taskgroup Traffic- and Network Management.

Mr Chow was appointed President of the Singapore Technologies Engineering Electronics Singapore business and software systems group. He is mainly responsible for the development of the group in the field of domestic commerce, covering mobile communications, public safety and security, Internet of things and smart city, and other information and communication technology (ICT) solutions. Prior to taking up this post, Mr Chow has been President of shinko electronics (information communications systems), a wholly owned subsidiary of shinko electronics that specializes in information communications, electronics and intelligent transportation systems. ​​Mr Chow was elected chairman of the Intelligent Transportation Society of Singapore in 2015.Singapore will host the 26th ITS world congress on oct 21 solstice 25, 2019, and we expect 10,000 people to attend. ITS Singapore will Organize committee with the land transport authority of Singapore, with Mr Chow as co-chair.

Eman Rushdy El-Kamary works as a senior engineer of Intelligent Services Regulations & Telecom Services Planning department, NTRA.  She is a Member in National Committee of Intelligent Transport System in Egypt. She  graduated from Cairo University, Faculty of Engineering, Electrical department at 2007.  She holds a Professional master's degree in Communication Engineering, Cairo University, Egypt in 2017. She worked for both Systel-Motorolla and National Telecommunication Institute for 3 years then she moved to NTRA. She worked for 3 years for the licensing department and currently, heading the IoT &M2M services planning team at NTRA. Mainly, this team is responsible for providing both technical and strategic plans for future technologies and services and currently the department focus on IoT. M2M, LORA, SIGFOX, Smart Cities, ITS etc. Also radio network planning unit is under his supervision to address the detailed network planning for those technologies. She has a previous experience for the ITU-T activities based on his active participation to both focus groups on smart city and communities.
 
 
 
Yan Feng

Mr. Yan is one of the first people who dabbled in the Internet of Vehicles in China's automotive industry. During more than ten years in SAIC, Mr. Yan has been in charge of the informatization of automotive enterprises. During his tenure as the Deputy Chief Information Officer (CIO) of SAIC Motor, he has become the chief planner and executive of the company’s strategy of the Internet of Vehicles.  As one of the founders of Zebra (a joint venture of SAIC and Alibaba), Mr. Yan participated in and facilitated the overall negotiations in the partnership and this partnership has also become a model of cooperation between carmakers and Internet giants. As the partner and CTO of WM Motor, Mr. Yan is responsible for the design, development and operation of software and hardware products of the intelligent network.

From 2008 – 2013 working at VW AG in Wolfsburg as a Function Developer. Mr. Jiao is working for World Bank as a transport specialist. He managed World Bank financed urban transport projects, inland waterway projects, and airport project in China. Mr. Jiao received master degree on computer science from University of Nebraska, Lincoln. Before he joined World Bank, he worked as a traffic engineer for Public Works, City of Medford. He has hand-on experience on traffic engineering design, project management and ITS implementation.

  

Bai Jie
Ministry of Science and Technology

Dr. Bai jie, one of the national expert of 1,000 people, is the general manager of the 13th five-year national major special projects of the ministry of science and technology.Since 1996, he has been engaged in the development and mass production design of intelligent driver assistance system and millimeter wave radar technology in Hitachi, Delphi, continental Germany and other companies as a core technical backbone, and has more than 20 international patents. His research and development of intelligent driving assistance system and 24/77ghz millimeter wave radar technology have been carried out for nearly 20 years, and he is also one of the first researchers engaged in active safety and millimeter wave radar of automobile in the world. He has developed and realized the mass production application of several car mounted ADAS such as Volvo and Toyota. He masters the whole set of ADAS intelligent driving system core algorithm software and millimeter wave radar system technology. From 2011 to 2014, he returned to China and worked as a research minister in dongfeng automobile technology center. From 2012 to 2013, he participated in the acquisition of the original saab automobile power system technology team company.

Cai Jing  graduated from Brandenburg University of Technology at Cottbus with a PhD degree in Automation. In 2005, he joined automotive electronics of Bosch Germany and served as the R&D manager of ultrasonic radar platform of driver assistance. In 2012, Dr. Cai returned to China and served as the R&D director of driver assistance system radar engineering in chassis control system of Bosch automotive products (suzhou) co., LTD. Responsible for establishing local R&D team and build up technical competence, and make the strategy of ultrasonic radar products for international and Chinese OEMs. From 2017, Dr. Cai is also the R&D director of AD DASy, responsible for application, developing and testing of L2/L3 customer projects in China.

Zhang Jisheng

The main research direction of Mr Zhang is intelligent highway, highway network control and simulation. Mr Zhang had won the first and second prize of the science and technology progress award of China road society and China intelligent transportation association. He has hosted/ participated in nearly 30 national, provincial and ministerial research projects, and completed more than 10 national and local standards; presided over more than 20 consulting and design projects;he has also obtained 8 Chinese invention patents and published more than 30 scientific and technological papers, among which nearly 20 were retrieved by SCI/EI, over 10 soft works and 2 monograph. He has organized and implemented more than 10 science and technology demonstration projects such as intelligent control technology demonstration project of the ministry of communications, and has participated in the planning and implementation of the network management system of more than 10 provinces such as Beijing, tianjin and henan.

Roger advises auto makers, wireless carriers and suppliers across the full spectrum of connected car technologies. He is a graduate of Dartmouth College and a frequent speaker and blogger on connected car technologies and strategies.

Changju Lee

 Dr.Changju Lee is currently an Economic Affairs Officer at the Transport Division of The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). In his role at UNESCAP he is responsible for ITS and smart mobility issues and their contribution towards Sustainable Transport and the attainment of the 2030 Agenda. Dr. Lee has a variety of experiences in transport, including ITS, transport planning and economics. Dr. Lee has published more than 30 articles in top-ranked international journals and received several awards. Prior to joining the United Nations system, Dr. Lee was a research associate with Virginia Transportation Research Council of Virginia Department of Transportation. Dr. Lee holds Master degrees in City Planning (Transport Studies) and in Civil Engineering (Transportation), and a Doctor of Philosophy degree in Civil Engineering (Transportation).

Mr. Owen Leung is the head of Telematics Department of Autotoll International Limited in Hong Kong and General Manager in a Joint  Venture Guangdong Autotoll Intelligent Information Development Co., Ltd. in Guangzhou. He has over 20 years of practical experience in GPS positioning and ITS related business with respect of using advance technology and strategic business development to provide quality solution to the industry as well as service standard. He joined ITSHK in 2016, helping the association to coordinate public and private sectors collaboratively moving toward Hong Kong smart mobility.

Previously he has been with Siemens, Germany and with ETSI (European Telecommunications Standards Institute). He also served on the Board of ICANN (Internet Corporation for Assigned Names and Numbers). He received a Ph.D. in physics from the University of Illinois at Urbana-Champaign, USA.

Russ Shields is Chair of Ygomi LLC. Businesses that Mr. Shields has founded or led include Shields Enterprises International, Cellular Business Systems, Inc. (later Convergys), Navigation Technologies (later Navteq, now HERE), and the current Ygomi companies – SEI, Connexis, and ArrayComm. Mr. Shields is Chair of the Collaboration on ITS Communication Standards of the ITU, the UN specialized agency for information and communications technology (ICT). He is also a member of the National Space-Based Positioning, Navigation and Timing Advisory Board, a U.S. Presidential advisory committee. Mr. Shields is a member of the ITS World Congress Board of Directors. He was the first U.S. member of the ITS World Congress Hall of Fame. Mr. Shields was also among the inaugural members of ITS America’s Hall of Fame. Mr. Shields is an SAE Fellow and a recipient of the SAE‑Delco Electronics ITS Award. In 2008, Mr. Shields received the University of Chicago Booth School of Business Distinguished Alumni Award in Entrepreneurship. In 2013, the Hotchkiss School awarded Mr. Shields its Alumni Award.

Mr. Bin Tan is the  expert of wireless standards and industry promotion in Huawei.  He is also a board member of the WWRF. He  has more than 12 years’ experience on the wireless standards with the background and deeply understanding of 3GPP technologies from 2G to 5G; As the leader of wireless industrial standard team in Huawei, since 2016 he put main focus on making the bridge between the telecommunication technology and IoT application; a set of industrial standards has been developed along with IoT partners, such as the NB-IoT meter standards of water, gas, street lamp; The standards for connected car and smart manufacturing is also on the schedule.

Ms Grace Ong is the Director, Transportation Technology of Land Transport Authority of Singapore (LTA) where she plays a leading role in planning, design and implementing of efficient intelligent transport system (ITS). She is responsible for charting strategic directions through value innovation, service orientation and technology breakthroughs to meet LTA’s vision of providing a people-centered land transport system. Grace lead a number of flagship projects like the Certificate Of Entitlement (COE), enterprise system architecture, Electronic Road Pricing (ERP) system, Electronic Messages Advisory System (EMAS), Parking Guidance System (PGS), CEPAS Car Parking, GIS@LTA. Some of these projects have won several awards for the innovative use of technology. Grace played an instrumental role in developing the Smart Mobility 2030 which was successfully launched together with the industry. The Smart Mobility 2030 provides strategic guidance and oversees efforts to maximize the use of technology that shape the future of ITS in Singapore so as to better meets the needs of commuters. Grace held a variety of posts before becoming Vice President of IT Management Association in 2010. She graduated from Ohio University, USA with Degree of Bachelor of Science in Computer Science and Minor in Business with high honour.

Matthew J. Wenger has served as Chief Engineer for Premium Luxury Car of General Motors China since September 2017. Matthew has nearly two decades of experience with General Motors, where he was served in different capacities. Most recently, he was program engineering manager for Advanced Performance Variants on multiple architectures and models. Prior to this, he served as the assistant program engineering manager for Cadillac’s performance sedans, the ATS-V and CTS-V. Before this, Matthew led the development work for the brake systems of GM’s best-selling nameplate, the Chevrolet Silverado. He began his career with GM in 1999 as a development engineer in Milford, Mich. Matthew holds a Master of Engineering from Purdue University and a Bachelor of Science in Engineering, Mechanical Engineering from the University of Michigan.

Mr Chen Xiao obtained his doctorate in Huazhong University of Science and Technology, and was a postdoctor of Fudan university (Shanghai bell) enterprise postdoctoral mobile station. He had worked as the head of the fixed network system architecture department of nokia Shanghai bell, and was awarded DMTS lifetime achievement award by bell LABS. Currently, he is standard strategy director of ZTE Corporation, China, which is a company committed to the standardization research of 5G bearing and vertical industry application. He has 19 years of experience in product development, system design and standardization in the communications industry.

Mr Ma Xiaolong is general manager of urban transportation division of Qingdao Hisense network technology co. LTD., and his research direction is traffic flow theory and traffic control. He is responsible for or participated in more than 10 national key fund projects. He has published more than 10 papers on SCI, EI retrieval. And he has more than 30 patents. He is in charge of more than 10 cities of the whole signal control optimization and regional traffic organization design work. Mr Ma has rich experience in signal control system design and algorithm development. Currently, he is responsible for the r&d and design management of signal control products and control products, as well as the overall operation support of the integrated traffic police control and signal control solutions in more than 50 cities nationwide.

Qi Yong, born in May 1970, is an engineering doctor, professor, doctoral supervisor, visiting scholar at the University of Washington in the United States, director of intelligent transportation international joint lab of Nanjing university of science and technology and the University of Washington, director of intelligent transportation information perception and data analysis engineering lab of Jiangsu province, director of wireless sensor network security network and its application engineering technology research center in Jiangsu province, executive council member of China soft science research association, member of block chain system professional committee of Chinese automation society, director of intelligent transportation systems of professional committee of engineering society of jiangsu province, member of informatization committee of comprehensive transportation society of jiangsu province. Mr Qi is selected as the person of the year of scientific Chinese (2017) and the young and middle-aged science and technology leader of jiangsu province "project 333", and won the financial support of jiangsu province "six talent peaks" high-level talent project, as well as the outstanding science and technology innovation team leader of jiangsu province. Mr Qi is leading the national key research project of international intergovernmental science and technology innovation cooperation, national natural science fund project and so on, altogether more than 50 national and provincial and ministerial projects. He has published more than 120 papers and 5 works, won the Chinese industry-academia cooperative innovation achievement prize, first prize of education science outstanding achievement of jiangsu province, second prize of scientific and technological progress from the ministry of education, second prize of scientific and technological progress of jiangsu province . Mr Qi has received more than 20 such provincial-level awards, and he has had more than 20 authorized invention patents.

Ziqin Sang  joined Wuhan Research Institute of Posts and Telecommunications (WRI) in 1998 after obtaining his Ph.D in pattern recognition and intelligent system from Huazhong University of Science and Technology, China. He heads a division of innovative research on smart city in the State Key Laboratory of Optical Communication Technologies and Networks since 2010. He has been active in standardization bodies such as ITU-T SG17, SG13, SG5 and SG20, CCSA TC8 and TC10. He served as a member of expert board of a Chinese 863 program of smart city, and a member of advisory board of EU-China Collaboration on IoT and 5G Research (program EXCITING). He was a vice chairman of ITU-T focus group on smart sustainable cities (FG-SSC) and a vice chairman of focus group on smart water management (FG-SWM). He is now a vice chairman of ITU-T SG20 and a vice chairman of CCSA TC10. He led and contributed to ITU-T Recommendations Y.4900, Y.4901, Y.4902, Y.4903, Y.4200 and Y.4201.
