Introduction
The meeting of Study Group (SG) 4 in April/May 2024 agreed on the development of a Handbook on Satellite Communications and Technologies that will cover fixed-satellite service (FSS), broadcast-satellite service (BSS), mobile-satellite service (MSS) and radiodetermination-satellite service (RDSS).
Working Party 4A has been assigned as the responsible group for the development of the Handbook. Proposals from ITU-R members could be submitted to the relevant WPs 4A, 4B, 4C in accordance with Resolution ITU-R 1-9.
Purpose
The purposes of this Handbook of Satellite Communication and Technologies are as follows:

to provide a detailed guidance on the regulatory environment and procedures, specifically the application of the Radio Regulations, for administrations/national regulators, satellite operators and service providers in the operation, study/research, design, launch and management of applications of FSS/BSS/MSS/RDSS satellites;

to provide information on the space services with allocated radio-frequency spectrum, types of FSS/BSS/MSS/RDSS satellites, characteristics of space and earth segments, types of missions, space object registration, launch considerations, as well as space debris mitigation;

to promote international cooperation among all ITU Member States, entities and organizations for the development of FSS/BSS/MSS/RDSS satellites and rational use of the satellite spectrum;

to raise awareness on current trends and applications of FSS/BSS/MSS/RDSS satellite technologies on a worldwide basis.
