User Guidance for new user role "ADM/IGSO" in e-Communications

 

1. Abstract
A new feature in the online communication platform “e-Communications” was released to allow administrations to act on behalf of an intergovernmental satellite organization (IGSO) by introducing a new user role of “ADM/IGSO” on the system (“ADM” represents a code designating notifying administrations. “IGSO” represents a code of an intergovernmental satellite organization listed in Table 2 to the Preface to BR IFIC (Space Services)).


The new user role “ADM/IGSO” enables an administration acting on behalf of an IGSO to send and receive correspondence with other administrations, including other ADM/IGSO, and the Bureau. The “ADM/IGSO” accounts can be obtained by administrations which act as a notifying administration of an IGSO, as listed in the TABLE below.

2. How to send correspondence to ADM/IGSO
Any administrations including ones acting on behalf of IGSO can send correspondence to ADM/IGSO as follows (Fig.1):

1)    Specify who receives this correspondence in the To and Copy To fields.

a.    Start typing an ADM/IGSO code and the system will display matching cases from a preselected list.
b.    Click on the desired ADM/IGSO code to add it into the field. Pay attention not to select the same ADM/IGSO twice because this action will remove the selected ADM/IGSO from the field. To delete an incorrect selection, click [x] next to the code.

2)    If an ADM/IGSO, to which the user intends to send a correspondence item, does not have a registered user in e-Communications, the following icon  is displayed beside the ADM/IGSO code and a warning message will be displayed in addition on mouseover.

3. How to access and act as an administration on behalf of an IGSO
3.1 ADM/IGSO accounts
There are two categories of “ADM/IGSO” users: (1) Administration Manager and (2) Administration User.
Both categories of users can send and receive correspondence on behalf of IGSO. However, only an Administration Manager of an ADM/IGSO can register Administration Users of this ADM/IGSO on the system.

(1) Administration Manager
•    Can manage the access right(s) of other member(s) of his/her administration, as well as to add and to remove accounts of Administration User of ADM/IGSO via the system
•    Has the privileges to compose and send correspondence to BR, Administrations including ADM/IGSO
(2) Administration User
•    Has the privileges to compose and send correspondence to BR, Administrations including ADM/IGSO

3.2 Request to change Administration Manager of ADM/IGSO users
The Bureau is responsible for registering the accounts of Administration Managers for ADM/IGSO only.

Once at least one Administration Manager for ADM/IGSO user has been registered in the system, this person can then add and remove other Administration Users for the organization directly within the e-Communications system.

For the security reason, the administrations are kindly requested to inform the Bureau of the following information relating to the updates on the accounts of Administration Manager for ADM/IGSO registered in e-Communications or by email to brmail@itu.int if the administrations wish to change or update user accounts of Administration Manager for ADM/IGSO.

•    the person’s name, title, email address, telephone number and TIES user name

Please note, for those administrations who act as the notifying administrations of several intergovernmental satellite organizations, and wish to nominate Administration Managers for several ADM/IGSO, the above-mentioned information concerning the Administration Managers is required for each ADM/IGSO.
Please further note that the administrations listed in TABLE in Section 1 only can nominate Administration Manager of ADM/IGSO users to the Bureau.

3.3. How to add ADM/IGSO User in the system
Administration Managers of ADM/IGSO can add Administration Users of ADM/IGSO as follows (Fig. 2):

1)    Log in as Administration Manager of ADM/IGSO. (if the user has Administration user role already and wishes to switch the user role to Administration Manager of ADM/IGSO, please refer to Section 3.4)

2)    Go to User tab and click on “+Add User”, then go to Add User page.

3)    Enter the TIES user name of a new user into “User name”.
a.    The candidate user names are shown as “itu_ersc\(username)” in the drop-down list when some characters of TIES user name are input.
b.    Choose the appropriate user name in the candidate list. Please note that “itu_ersc\” is the necessary prefix for the user management function through users can log in without “itu_ersc\”.

4)    Click on “+Add Profile”, then choose “Administration/IGSO” in “Profile” field and “e-Communications” in “Applications” field from drop-down list.

5)    Both “Administration” and “Intergovernmental” fields are entered automatically in accordance with the ADM/IGSO of Administration Manager. At last, click on “Save”. The user account for the system is added. The new added user can be listed in the user list.

3.4 How to switch a user role from ADM to ADM/IGSO
A user already registered as an Administration user role in the e-Communications system can additionally hold user privileges for ADM/IGSO. Such user can switch user roles between Administration itself and ADM/IGSO in the system as explained as follows (Fig.3):

1)    A User logs in the system entering the user name and password.
2)    Click on “ITU_ERSC\(TIES username)” on the upper right corner.
3)    Click on “Profiles”.
4)    Select ADM/IGSO user role in the field “Active” and click on “Switch”.
5)    The switching the user role to ADM/IGSO can be seen on the upper right corner.
