Clare ALLEN
Chair ITU-R Study Group 3 Ms Clare Allen is a specialist in the area of radiowave propagation and interference modelling with 25 years of experience in spectrum management at the UK communications regulator, Ofcom. Part of the RF Propagation team in Spectrum Group, Clare is involved in propagation research, provides advice on propagation modelling and undertakes sharing and coexistence studies in support of the efficient use of spectrum.
Clare has been an active member of ITU-R Study Group 3, Radiowave Propagation, since 2008. In 2020 she became Chair of ITU R Working Party 3M responsible for Point-to-point and Earth-space propagation. At the 2023 Radiocommunications Assembly in Dubai Clare was appointed Chair of the ITU-R Study Group 3.

Zubeir BOCUS
Chair ITU-R CG 3J-3K-3L-3M (Machine learning for propagation studies) Dr Mohammud Z. Bocus received his MSc. and Ph.D. in Communications and Signal Processing from the University of Bristol, UK, in 2008 and 2012, respectively. From 2012 to 2019, he was with Toshiba Telecommunications Research Labs, Bristol as a research engineer. His main area of work was algorithm development and signal processing. He authored several journals, conference papers, and patents and was also actively involved in standards including in IEEE and 3GPP.
He is currently a Senior Associate with Ofcom, UK, where he is the technical lead on several cross-disciplinary projects and an active contributor to standardization activities in ITU-R, including the development of the IMT-2030 specifications. He is currently the chair of an ITU-R correspondence group on the application of machine learning for propagation studies which brings together experts from academia, industry and other regulatory bodies. His research interests include quantifying the impact of background radio noise on spectrum users, machine learning/AI, IMT-2030 and beyond technologies, OpenRAN, and advanced antenna techniques.

Maria BROVELLI
Full Professor, and Vice-Rector of PoliMI for the Como Campus, Milano, Italy Prof Brovelli is a distinguished academic and researcher with a background in Physics and a Ph.D. in Geodesy and Cartography. She is a Professor of GIS, Earth Observation and The Copernicus Green Revolution for Sustainable Development at Politecnico di Milano (PoliMI). Having dedicated her entire career to PoliMI, she began as a researcher and later became a Full Professor, also serving as the Vice-Rector of PoliMI for the Como Campus. Her contributions extend beyond academia and currently she holds key positions in various international organizations. She serves as the Vice President of the ISPRS Technical Commission on Spatial Information Science, co-chair of the United Nations Open GIS Initiative, and former chair and current member of the Advisory Board of the UN-GGIM Academic Network.
Additionally, she has been involved in ESA's Advisory Committee of Earth Observation (ACEO). Her research in geomatics covers diverse areas, including geodesy, radar-altimetry, GIS, webGIS, VGI, Citizen Science, Big Geo Data, and GEOAI. Prof Brovelli is a global leader in Open-Source GIS. She has an impressive publication record and has been involved in numerous national and international research projects. Brovelli's recent research projects include collaborations in Horizon2020, Interreg, Erasmus+, and initiatives with organizations like ESA. Recognizing her contributions, she has received awards such as the ISPRS President's Honorary Citation in 2020 and the Sol Katz Award from OSGeo in 2015. She also holds editorial roles in reputable journals, emphasizing her influence and leadership in the field.

Sotirios GOUDOS
Professor at the Department of Physics, Aristotle University of Thessaloniki, Greece Prof Goudos’ research interests include antenna and microwave structure design, evolutionary algorithms, wireless communications, and semantic web technologies. He is also the Director of the ELEDIA@AUTH Laboratory Member of the ELEDIA Research Center Network. He is also the Founding Editor-in-Chief of the Telecom open access journal (MDPI publishing). He is currently serving as the IEEE Greece Section Vice-Chair. He is the author of the book Emerging Evolutionary Algorithms for Antennas and Wireless Communications, Institution of Engineering & Technology, in 2021. He is currently serving as an Associate Editor for IEEE Transactions on antennas and propagation, IEEE Access, and IEEE Open Journal of the communication society.

Takahiro HAYASHI
Researcher at KDDI-research, Fujimino, Japan Dr Hayashi received B.E., M.E and PhD. degrees in information and communication engineering from the Yokohama National University, Yokohama, Japan, in 2002, 2004, and 2025 respectively.
In 2004, he joined the KDDI Corporation, Fujimino, Japan, where he was engaged in telecommunication network planning and optimization. Since 2010, he has been engaged in the research and development of mobile communication systems with KDDI Research, Inc, Fujimino. He is currently involved in the development of new frequency bands and radio-wave propagation prediction by using machine learning.

Ali IMRAN
Professor of Intelligent Systems at the James Watt School of Engineering, University of Glasgow, United Kingdom/Williams Presidential Professor in ECE and the founding director of the AI4Networks Research Center, University of Oklahoma, United States of America Prof Imran specializes in artificial intelligence and its transformative applications within wireless networks and healthcare. His pioneering contributions have resulted in numerous patents and publications, including highly influential papers advancing AI-driven wireless network automation. He has spearheaded many multinational projects in this domain, notably the development of TurboRAN, the first end-to-end programmable testbed designed explicitly for AI-driven research in next-generation mobile networks. Prof Imran regularly delivers invited keynote speeches, tutorials, and strategic insights at international forums. He advises major public and private sector stakeholders, fostering innovation-driven partnerships and leading impact-driven start-ups in the technology sector.

Claude OESTGES
Full Professor at the Institute of Information and Communication Technologies, Electronics and Applied Mathematics, Université catholique de Louvain, Louvain-la-Neuve, Belgium Prof Oesteges’ research interests cover wireless and satellite communications, with a focus on the propagation channel and its impact on system performance. His present activity concerns terrestrial and satellite transmissions. Claude Oestges is a Fellow of the IEEE. He was the Chair of COST CA15104 "Inclusive Radio Communication Networks for 5G and Beyond", known as IRACON. He is the author or co-author of four books and more than 200 papers in international journals and conference proceedings. He was the recipient of the IET Marconi Premium Award in 2001, of the IEEE Vehicular Technology Society Neal Shepherd Award in 2004 and 2013, and of the EurAAP Propagation Award in 2024.

Costas SARRIS
Professor with the Department of Electrical and Computer Engineering, University of Toronto, Canada Prof Sarris’ research area is computational electromagnetics, with emphasis on time-domain, multiscale and multiphysics modelling. He also works on physics-based wireless propagation models (with full-wave, asymptotic, and hybrid techniques), uncertainty quantification, and scientific machine learning. Prof Sarris is an IEEE Fellow and a Distinguished Lecturer of the IEEE Antennas and Propagation Society (2024-2026). He served as the Editor-in-Chief of the IEEE Journal on Multiscale and Multiphysics Computational Techniques in 2019-2024.

George V. TSOULOS
Full Professor at the Department of Informatics and Telecommunications, University of Peloponnese, Greece/ Director of the Wireless and Mobile Communications Laboratory/Director of the MSc ‘Modern Wireless Communications’ Prof Tsoulos has been involved in pioneering European collaborative R&D projects on smart antennas and new wireless air interfaces in the 90’s (TSUNAMI), or more recently on the European 6G strategy (COREnect) and wireless sensor applications (Synergies). He has served as the R&D Vice-Rector of the University of Peloponnese, has been recognized among the top 2% of scientists worldwide since 2019, has served as an external expert reviewer for HORIZON projects and proposals, was the overall winner of the Management Consultancies Association Award with PA Consulting Group, Cambridge, UK, in 2002, was a HEFCE Research Fellow at the University of Bristol, and received a 'Distinguished Scientist' award from the Hellenic MoD.
His current research interests include intelligent wireless networks that integrate sensors, communications, drones for various applications, including measurement systems.

WANG Xing
Postdoctoral researcher at the School of Atmospheric Sciences, Nanjing University, China Dr Wang previously worked as a visiting scholar at the Faculty of Earth Sciences, Geography, and Astronomy, University of Vienna, Austria, from 2021 to 2022. His research focuses on Computer Vision, Deep Learning, and Geographic Information Systems (GIS). Dr Wang's primary research focuses on quantitative precipitation estimation (QPE) methods based on crowdsourced data, including using urban surveillance camera networks, drone videos, microwave links, and other sensor data for accurate rainfall measurement. His work aims to integrate diverse data sources for enhanced precipitation monitoring and forecasting in urban environments.

WU Jiajing
Researcher at the China Research Institute of Radiowave Propagation, China Dr Wu Jiajing is deeply involved in the interdisciplinary field of artificial intelligence and radio-wave propagation for many years. With a doctorate degree, he has a long been dedicated to research in areas such as big data processing of the maritime electromagnetic environment and intelligent prediction of the maritime radio-wave propagation environment.
He published many SCI and EI papers as the first or corresponding author. Among them, there are top-tier journal achievements like cover papers of IEEE TAP. He also holds several authorized invention patents and published relevant academic monographs. These achievements firmly established a solid foundation for his research in the field of artificial intelligence and maritime atmospheric ducts.
In recent years, he led his team to carry out a series of research on maritime atmospheric duct prediction, developing high-resolution navigation radar atmospheric duct prediction equipment and accumulated a large amount of experimental data on radio-wave propagation in the maritime atmospheric duct environment. These data strongly supported subsequent research. Based on this, the team proposed various innovative algorithms, such as the non-uniform atmospheric duct prediction algorithm integrating the Transformer context-collaborative network, achieving remarkable results in improving the prediction accuracy of atmospheric ducts.
