Harmonized Calculation Method for Africa



The HCM4A (Harmonized Calculation Method for Africa) software is designed to assist Administrations in performing calculations according to the methods provided in the Annexes of the HCM4A Agreement. The HCM4A software consists of two applications that provide a Graphical User Interface for Mobile Service and Fixed Service calculations.

The software is supplemented with documentation and example datasets to facilitate calculations. Every Administration is free to use the software for calculation purposes. In case of a dispute, the official DLL used within the official HCM4A software will be used as a reference.​

The representatives of the administrations listed below are part of the Agreement, under Article 6 of the International Telecommunication Union Radio Regulations (ITU RR), on the coordination of frequencies between 29.7 MHz and 43.5 GHz for the purposes of preventing mutual harmful interference to the Fixed and Land Mobile Services and optimising the use of the frequency spectrum above all on the basis of mutual agreements. This Agreement is referred to as Harmonized Calculation Method for Africa Agreement (HCM4A Agreement​) [2022].
