Project on the digital broadcasting transition roadmap in Asia-Pacific - Countries' Roadmaps

Cambodia

db_asp1.jpgThe Cambodia television market is characterized by a great number of national TV services and a wide choice of TV platforms (analogue and digital terrestrial, analogue and digital cable, Internet Protocol Television (IPTV) and satellite TV). From March to May 2011, the roadmap for transition from analogue to digital terrestrial television in Cambodia has been jointly developed by a team of ITU experts and the National Roadmap Team (NRT) of Cambodia Government.
The National Roadmap Team (NRT) has the ambition to switch-off all analogue terrestrial television services by the end of 2015 at the earliest (or 2018 as possibly the latest). 
 

Mongolia

db_asp2.jpgThe project brief required two missions to Mongolia by an ITU expert.  The first directed at developing in-country knowledge of the roadmap process, and the second as a follow-up to finalize a roadmap. The first mission was carried out in February 2011, at which time the expert learned that the Mongolian Government had already taken key decisions on a timetable for migration and announced that all analogue television services would cease at midnight on 30 June 2014. The second mission took place in May 2011 to coincide with a Mongolian National ICT Forum.
This report presents the findings and recommendations of two missions to Mongolia, which because of the advanced commitment of Mongolia to migration, took a different approach to that specified in the original assignment brief.  The report consolidates advice contained in the preliminary findings and recommendations delivered shortly after the missions and incorporate additional information subsequently requested by Mongolia to assist its transition.
 

Nepal

db_asp4.jpgThe National Roadmap team of Nepal has taken help of these guidelines extensively in its deliberations, workshops, discussions to formulate policies for both Digital Switch Over (DSO) and Analogue Switch Off (ASO) including the developing of Roadmap for transition both for the regulator and the operator.
From August to September 2011, the roadmap for transition from analog to digital terrestrial TV and introduction of MTV has been jointly developed by the National Roadmap team of Nepal and the ITU Expert and is to be formally ratified by Government of Nepal. The final ASO for Nepal is expected to be in December 2017.
 

 Sri Lanka

db_asp5.jpgThe Sri Lanka TV market, with an estimated 3.5 million TV households, is mainly a terrestrial TV FTA market with a very high number of analogue terrestrial TV programme services (23). There is a wide choice of TV delivery platforms; in addition to analogue terrestrial TV, also digital TV satellite, analogue and digital cable TV, IPTV.
One of the policy directives introduces a new category of network operator to provide the service of delivering the content of the broadcasters to the viewers. The new category is termed Digital Broadcast Network Operators (DBNO). From August to October 2011, the roadmap for transition from analogue to digital terrestrial television in Sri Lanka has been jointly developed by ITU expert and the National Roadmap Team (NRT) of Sri Lanka Government.  The ASO is expected to complete by end 2017.
 

Tonga

db_asp3.jpgThe analogue free-to-air (FTA) television broadcasting industry for Tonga comprises two broadcasters and three channels.  Tonga Broadcasting Commission (TBC), the public broadcaster, dominates with two channels. The National Roadmap Team for Tonga has demonstrated enthusiasm and commitment to the analogue-to-digital-terrestrial-television roadmap development process, and proactively has declared its analogue-switch-off (ASO) date. The cabinet has recently approved the Roadmap assisted by ITU and move forward the Analogue Switch-Off  to 15 June 2014 (a year earlier than original plan).
