ITU-EKIP Regional Regulatory Forum for Europe 2025

The International Telecommunication Union (ITU) Office for Europe and the Agency for Electronic Communications and Postal Services of Montenegro (EKIP) are pleased to announce the ITU-EKIP Regional Regulatory Forum for Europe 2025.  This year's forum will focus on " Building a Resilient and Human-Centric Digital World." The event will be held in Budva, Montenegro, from 29-30 September 2025.

The Forum will build upon the outcomes of the the Global Symposium for Regulators 2025 and its Best Practice Guidelines. The event will be held within the framework of the ITU Regional Initiative for Europe on Digital Infrastructure Development, aiming to facilitate the attainment of Gigabit connectivity through resilient and synergistic infrastructure development, and an enabling environment for universal coverage. It will provide a unique opportunity for high-level dialogue among stakeholders on strategies and policies directed towards broadband development in the region. It will also address the challenges and opportunities offered by resilient high-speed networks and the need for collaborative regulatory actions. 

This event also provides an opportunity to establish specific actions to support countries in regulatory matters. It will specifically address the following aspects:

Session 1 – Achieving Universal and Meaningful Connectivity

This session will focus on efforts to close the digital divide and ensure that all citizens can access and benefit from connectivity. It invites all stakeholders to discuss strategies to promote universal and meaningful connectivity (UMC), including, but not limited to, infrastructure development in rural areas, affordability initiatives, digital literacy programs, and regulatory measures to promote inclusive access. Examples may include funding mechanisms, and policies designed to boost last-mile connectivity in underserved communities.

Session 2 – Shaping the Future of Digital Regulation: Adapting to Emerging Trends, Challenges and Opportunities

Drawing from the previous Global Symposium for Regulators, the session will explore how regulatory frameworks are evolving to keep pace with digital transformation. Participants are invited to share recent updates in national regulatory approaches, including new legislation, amendments, strategic reforms, challenges and good practices. This session will also provide an opportunity to exchange on the outcome of the Global Symposium for Regulators and on future regulatory needs.

Session 3 - Building Resilient Infrastructures

Building resilient infrastructures is vital to protect today’s interconnected society from cyberthreats and other disruptions while ensuring continuity, adaptability, and rapid recovery. This session will present regulatory measures, policies, and practices that strengthen cybersecurity as a pillar of resilience, enabling infrastructures to withstand, respond to, and recover from evolving challenges.

Special Session by ITU-EMERG-EaPeReg - Public Warning Systems in the Digital Age: The Power of Cell Broadcast

This special session will focus on public warning systems, with particular attention to Cell Broadcast as a key tool. The session also welcomes broader discussions on digital alerting mechanisms, regulatory frameworks for emergency communication, and cross-border coordination. Examples may include implementation strategies and lessons learned from real-world events, to enhance the effectiveness and reach of alerts.

This session will highlight the role of regulation in promoting infrastructure growth and investment in the digital sector. Session 5 - Empowering the Digital Citizen: Strengthening Users' Rights in a Connected World

This session centers on user protection and empowerment in increasingly digitized societies. Participants are encouraged to share actions taken to enhance consumer rights, transparency, and accountability in digital services. Topics may include regulatory approaches to personal data protection, quality of service monitoring, improved market regulation and monitoring, and initiatives to ensure fair access and responsible use of user data, including enhanced data exchange and cooperation between mobile network operators.
